The 'anomalies’ of Dr Rajendra Pachauri’s charity accounts

An absolutely fascinating piece by Christopher Booker in the Sunday Telegraph about the beleagured Dr Rajendra Pachauris. You must read the whole piece because the BBC will not report such inconvenient truths. Here's an extract or three:

'Last winter, Dr Pachauri’s reputation took a hammering. On the one hand, there was the exposure of all those glaring and alarmist scientific errors in the IPCC’s last major report, produced under his guidance in 2007. On the other was the revelation in this newspaper of how his prestige as the “world’s top climate official” had coincided with a massive expansion in the fortunes of Teri, his Delhi-based research institute. Not only had Pachauri been appointed as an adviser to some of the richest banks and investment funds in the world, but Teri’s empire had mushroomed to include branches in Europe, North America, Dubai, Japan and South-East Asia.

When Dr Richard North and I came to examine this empire, our interest was drawn to Teri Europe, based in a suburban house in south London, which is registered under British law as a charity and is obliged to publish its accounts on the Charity Commission website. When we looked at these, however, they seemed rather odd. The figures showed the charity’s income and expenditure rising steadily in its early years – but from 2006 onwards they suddenly plunged to below £10,000 a year.

This was significant because £10,000 is the threshold below which a charity does not have to publish full accounts. Yet we knew that in these years Teri Europe was rapidly expanding, receiving sums way above that threshold. These included several payments from the UK government, such as £30,000 for the services of an employee of Dr Pachauri’s Delhi office to act as his co-editor on the IPCC’s 2007 Synthesis Report.

Since it seemed that both Teri Europe and the trustees were in serious breach of the Charity Commission’s rules, this has led over recent months to a protracted series of exchanges with the commission.

First, the names of Houghton and Tickell swiftly disappeared from the list of trustees. Then, in May, after an audit by a firm of accountants, the commission’s website showed dramatically revised figures for one of the three years in question. The charity’s income for 2008 had now risen from £8,000 to £103,980, its expenditure from £3,000 to £97,419. But the figures for the previous two years were unchanged. The commission explained that it had allowed this “to save the charity a considerable amount in accounting fees”. It also claimed that the errors were due to the charity’s “inexperience in preparing accounts”, though the figures for earlier years showed no sign of “inexperience”. '

If true, the facts uncovered by Christopher Booker deserve wider exposure.

The Climate Change debate - two views

Rajendra Pachauri in The Guardian claims that:

'To dismiss the implications of climate change based on an error about the rate at which Himalayan glaciers are melting is an act of astonishing intellectual legerdemain. Yet this is what some doubters of climate change are claiming. But the reality is that our understanding of climate change is based on a vast and remarkably sound body of science – and is something we distort and trivialise at our peril.

The Intergovernmental Panel on Climate Change (IPCC) has published four comprehensive assessments of climate change and several important special reports since its founding in 1988. The last such document, the fourth assessment report (AR4) from 2007, mobilised 450 scientists from all over the world to write the report. An additional 800 contributing authors gave specialised inputs and about 2,500 expert reviewers provided 90,000 comments.

In this mammoth task, which yielded a finished product of nearly 3,000 pages, there was a regrettable error indicating the Himalayan glaciers were likely to melt by the year 2035. This mistake has been acknowledged by the IPCC. Learning from this error, the IPCC has requested, in tandem with the United Nations' secretary general, an independent review of its procedures and practices by the Inter-Academy Council (IAC). This review was requested in part so that the possibility of similar errors can be eliminated as much as is humanly possible.

It is important, however, to understand that irrespective of the error on Himalayan glaciers and a few other questions about some specific wording in AR4, the major thrust of the report's findings provides overwhelming evidence that warming of the climate system is unequivocal. To quote the report: "Most of the observed increase in globally averaged temperatures since the mid-20th century is very likely due to the observed increase in anthropogenic GHG (greenhouse gas) concentrations."'

Yes because those were the only minor errors and everything else is based on cast-iron fact?

'The Climategate emails confirmed much of what the sceptics had been saying for years.

* They confirmed that the peer review process had been corrupted, that scientists were arranging friendly reviews.
* They confirmed that the science journals had been corrupted.
* That journals that refused to play ball with the doomsayers faced boycotts and their editors faced firing.
* They confirmed that sceptical scientists were being systematically excluded from the top‐tier journals.
* The Climategate emails confirmed that journalists were likewise threatened with boycotts if they didn’t play ball.
* The Climategate emails confirmed that the science itself was suspect. That the doomsayers themselves couldn’t make the data work. That they were debating among themselves some of the same points that the sceptics raised, and were privately acknowledging that they didn’t have answers to the issues that the sceptics raised.
* The Climategate emails confirmed that the doomsayers were so determined to hide their data from inquiring minds that they were prepared to break the law to hide it – and did break the law – by avoiding Freedom of Information requests.
* The Climategate emails confirmed that raw temperature data collected from countries around the world was destroyed. It appears the UK is missing raw temperature data going back to 1850.

The scientists at the heart of the Climategate emails aren’t fringe players on some periphery. They operate what’s known as the Climatic Research Unit at East Anglia University in the UK. This is the group that collects temperature data, messages it, and then feeds it to the UN and others. This is the data that we have been relying on to tell us if the globe has been warming or not. This same data is then used by virtually everyone in the climate science field who is concerned with historical temperatures.

Without the raw data, it is impossible to confirm that the planet has been warming over the last 150 years. The only ones who now know by how much the planet has been warming, if at all, are the same people who have destroyed the raw data. There are now six separate investigations underway which have been spawned by the Climategate emails. One of those six is by the UK Met Office, which partnered with the Climatic Research Unit in producing the data sets.
The UK Met Office – this is the UK government’s meteorological department – says it will need three years to recreate the data that has been destroyed.'
