Franklin Town Council Declines to Purchase Carolina Drive Property Previously Intended for new ABC Store Location

Following a closed meeting, the Franklin Town Council decided by a vote of 5-1-1 to reject the acquisition of the property (seen above) to serve as the new site for the ABC Store, which is now situated on Highlands Road in Macon Plaza. Salain was unable to cast a ballot because she was present electronically, and Culpepper voted against the proposal.

In order to boost the town's revenue from the ABC Store, town council members have expressed at previous meetings—including one with the ABC Board—that they would like to move the store from the shopping center to a less costly location or one that is owned by the town.

MACON COUNTY BOARD OF EDUCATION
RESOLUTION SUPPORTING APPROVAL OF THE ONE-QUARTER CENT LOCAL OPTION SALES AND USE TAX REFERENDUM

WHEREAS, it is the mission of the Macon County Board of Education to inspire and empower students to meet high academic standards, demonstrate responsible citizenship, and prepare for and lead successful, fulfilling, and ethical lives;

WHEREAS, in order to succeed in this mission, Macon County Schools depends heavily on the support of the Macon County Board of Commissioners, our families, school staff, and the broader community for assistance of all kinds, including conveyance of our shared values, support for academic endeavors and athletic excellence, and the financial resources necessary to move the academic program forward;

WHEREAS, at its regular meeting on March 12, 2024, the Macon County Board of Commissioners unanimously adopted a “Resolution Calling a Special Advisory Referendum for the Levy of a One-Quarter Cent County Sales and Use Tax,” pursuant to Chapter 105, Article 46 of the North Carolina General Statutes;

WHEREAS, pursuant to State law, Article 46 tax revenues must be used, among other things for supporting public education; and

WHEREAS, like all public school systems, Macon County Schools faces unprecedented challenges to its funding, with the sunsetting of ESSER funds provided to school systems in response to the COVID-19 pandemic, and the fact that state funds provided by the General Assembly have not kept pace with increasing operational costs of Macon County Schools, including rising expenses for good, services, and employees that cannot be further cut without serious detriment to the educational program;

NOW THEREFORE, be it resolved by the Macon County Board of Education that the Board endorses and supports, in the strongest terms possible, passage of the Article 46 local option onequarter cent sales and use tax, and encourages all qualified voters of Macon County to vote “FOR” the referendum in the upcoming general election.

Adopted this 30" day of September, 2024, at a regular meeting of the Macon County Board of Education, upon motion made by Board Member Diedre Breeden, seconded by Board Member Stephanie Laseter, and approved by a vote 5 in favor and 0 against.

--END PRESS RELEASE---

Frequently Asked Questions (FAQs)

What is a social district?

A social district is a designated outdoor area where people can legally consume alcoholic beverages. Social districts are regulated by the NC Alcoholic Beverage Control (ABC) Commission and were approved by the NC Legislature in 2021.

How did the social district come to be?

The Franklin Town Council approved the Franklin Social District on January 2, 2024 meeting, a public hearing was held to gain public input related to a proposed social district. After the public hearing, the Town Council voted unanimously to adopt the ordinance creating a social district.

What does this mean for citizens and visitors to Franklin?

Individuals who purchase specialized cups that have the social district logo and “Drink Responsibly – Be 21” can carry their purchased beverage on the sidewalks within the social district and into participating businesses.

What are the hours for the social district?

The hours of operation for the district will be Noon until 9:00 p.m. Monday through Sunday. At all other times, unless a permit has been obtained for a special event, consumption of alcohol on sidewalks and in public areas is prohibited.

How much are the social district cups?

The Franklin Social District cups are $4.00 each and are reusable. ABC permittees must also place a sticker on the cup with the date prior to an individual leaving their establishment with a beverage. If an individual goes to another establishment, re-uses their cup and wishes to take a beverage out into the social district, another sticker is added from the new location.

Can I bring my social district cup back on another date?

Yes, the social district cups are reusable. You will have to get a new sticker on the cup with the new date when you purchase a beverage, but you will not have to pay for the cup again.

Who are the ABC Permittees in the social district?

The ABC permittees are the various businesses who have been approved for sale of alcohol by the NC ABC Commission and who have chosen to participate in the social district. Signage indicating participation and location for sale of cups should be posted on the establishment. Can I take my beverage into another ABC Permitted location?

No, the ordinance allows for carrying to another establishment, but the cup must be empty prior to entering another ABC permitted business. For example: if you purchase a cup and beverage at Lazy Hiker, you must finish the beverage before entering the Rathskeller.

Can I bring my own alcoholic beverage into the social district?

No, the ordinance allows for beverages to be purchased and consumed only within the boundaries of the social district within the specialized cup. No outside alcohol is allowed.

Who gets the money from the social district cups?

The participating ABC Permittees will collect the money for the social district cups and it is part of their sales. The funding stays with local businesses.

Can I take my social district cup into any business downtown?

No, you can only take beverages into those businesses who have chosen to allow beverages to be carried in. Businesses within the social district will have appropriate signage indicating whether or not they wish to allow alcoholic beverages in their establishment.

Are there areas where social district cups and beverages are prohibited?

Yes, the squares downtown (Clock Tower, Gazebo and Rankin) will remain alcohol-free at all times as they are owned by Macon County, not the Town of Franklin, and are not included in the district. This includes the benches at the Gazebo as they are not on the public sidewalks and any areas behind the fencing at Rankin and Clock Tower. The sidewalks that border all of the squares are included in the social district including the benches on the sidewalks. Individuals who are observed taking their marked cups into these areas will be subject to fines.

How does this impact festivals and events?

Event sponsors will have the option to request that the social district be suspended during their events by indicating such on the street closure application that is available online. The Town Council will consider the request at the same time as the street closure. When streets are closed, the social district includes the closed streets and individuals can have social district cups on streets during the hours of the street closures.

How many social district towns are there?

There are currently 46 municipalities in the state with active social districts. The social district concept is based in economic development principles to attract citizens and visitors to the downtown leading to increased foot-traffic and provide new revenue opportunities for restaurants and retail establishments.

How can I learn more about the social district?

The maintenance and operations plan is available online at https://franklinnc.com/franklin-nc-social-district.html or available in hard copy at Town Hall. A QR code to this information is included with all boundary markers and signs within the social district or you can contact Town Hall at 828-524-2516.

The Town will hold an informational session at the Town Hall on Thursday, June 20, 2024 in the Town Hall Board Room beginning at 5:30 p.m. to answer questions related to the social district.

MACON COUNTY MANAGER'S OFFICE

Macon County Funding Pool Accepting Applications

Macon County non-profit organizations have until 5:00p.m. on April 26, 2024, to apply for county funds allocated in the current fiscal year budget, through the Macon County Community Funding Pool (CFP). Application forms and instructions are available at the Macon County website, www.maconnc.org.

Organizations applying for CFP funds must provide financial statements such as budgets and federal tax-exempt reports, organization goals and objectives, and program/service descriptions. Questions regarding the application may be directed to Bobbie Contino at 828-342-7872. Groups not incorporated as non-profits may enlist an established non-profit to serve as their fiscal agent.

Collaborative agency proposals are encouraged to leverage limited funding and to share resources. The Community Funding Pool was established to help the Macon County Board of Commissioners allocate tax-generated funds to local non-profits in a fair and efficient way. The CFP Task Force is composed of citizens chosen by the Board of Commissioners to consider applications and make recommendations to the Board, who make final funding decisions. Liveblog: 2024 Primary Results for Macon County

Macon Media will be posting results of the local 2024 primary for Macon County. The primary focus will be county commissioner races and others will be posted if time allows. Incumbent Josh Young and challenger Chris Browning are seeking a seat in the District II County Commissioner race and Incumbent Paul Higdon is facing challenger Barry Breeden for the District III county commissioner seat.

Results will be posted in reverse chronological order with the newest result on top. Due to a new law passed by the North Carolina General Assembly, vote counting cannot start until after the polls have closed, so the early votes and mail-in ballots will not be posted at 7.30pm as usual. They should be counted by 8.00pm or 8.30pm or so.

Keep refreshing your browser every so often to see the newest results. A mirror will be posted on Facebook at fb.com/MaconMediaNews as individual articles as the results come into the Board of Elections Office.

**7.38pm**

Board members noted that there were several volunteers who did not show up at the polling places today, often without notice. A lot of voters showed u at the Union precinct (the Robert C Carpenter Community Building) under the mistaken belief that this was their voting precinct, likely because they had voted there during early voting in previous election cycles.

**7.30pm**

The polls have officially been closed in Macon County. The Macon County Board of Elections are now preparing to county the Early Voting, Transfers, and for Mail-In Ballots.
