The United States and coalition troops have done all they can in Iraq, but it is time for a change in direction. Our military is suffering. The future of our country is at risk. We can not continue on the present course. It is evident that continued military action in Iraq is not in the best interest of the United States of America, the Iraqi people or the Persian Gulf Region."

Some of the most irresponsible comments have, of course, come from politicians who actually voted in favor of authorizing force against Saddam Hussein."

We have reached the point that a prolonged American military presence in Iraq is no longer productive for either Iraq or the United States. The U.S. military presence has become part of the problem, not part of the solution...America's goal should be to complete our military withdrawal as early as possible in 2006."

- "Iraq: Finding a Responsible Exit" Remarks by Congressman Marty Meehan 25 Jan 2005 - Congressman Meehan presented his proposal for a phased reduction of U.S. troops from Iraq in a speech at the Brookings Institution. The United States would draw down the majority of our forces by the end of this year. Only a small and mobile force would remain by mid-2006, two years after the transfer of sovereignty. This is not a cut and run strategy but a phased drawdown that would leave a small, mobile, and low-profile U.S. presence in Iraq for a reasonable timeframe. This smaller contingent of approximately 30,000 troops could continue to fill specialty roles.

(...) I have seen the answer to that question migrate in the intelligence community over the period of a year in the most amazing way. Second, there are differences in the intelligence community as to what the relationship was. To my knowledge, I have not seen any strong, hard evidence that links the two. There are -- I just read an intelligence report recently about one person who's connected to al Qaeda who was in and out of Iraq and there's the most tortured description of why he might have had a relationship and why he might not have had a relationship. There are reports about people in Saddam Hussein's intelligence service meeting in one country or another with al Qaeda people from one person to another, which may have been indicative of something, or may not have been. It may have been something that was not representative of a hard linkage."

The President claims it is the centerpiece of his war on terror. In fact, Iraq was a profound diversion from that war and the battle against our greatest enemy, Osama bin Laden and the terrorists. Invading Iraq has created a crisis of historic proportions and, if we do not change course, there is the prospect of a war with no end in sight."

- Inquiry into Intelligence on Iraq's Weapons of Mass Destruction (WMD) Australia Parliamentary Joint Committee on ASIO, ASIS and DSD Released on 01 Mar 2004 -- "The United States and the United Kingdom argued that war against Iraq was necessary because Iraq had defied, over a period of 12 years, United Nations Security Council resolutions, which sought the disarmament of Iraq of its weapons of mass destruction. In particular, both governments and the Australian government which joined in the coalition, argued that intelligence had revealed that Iraq continued to possess and indeed was increasing its holdings of weapons of mass destruction. (...) The arguments about the need to go to war were controversial (...) In Australia, the Senate referred this matter to the Joint Parliamentary Committee on ASIO, ASIS and DSD on 18 June 2003. The Committee was asked to consider the nature, accuracy and independence of the intelligence used by the Australian government and the accuracy and completeness of the presentation of that intelligence by the Australian government to the Parliament and people of Australian."
- The United States and Iraq's Shi'ite Clergy: Partners or Adversaries? W. Andrew Terrill Strategic Studies Institute, U.S. Army War College February 2004 -- The author addressed the critical need to gain the cooperation or at least the passive tolerance of the Shi'ite clerics and community. Such an effort could become more challenging as time goes on, and one of the recurring themes of this monograph is the declining patience of the Shi'ite clergy with the U.S. presence. By describing the attitudes, actions, and beliefs of major Shi'ite clerics, the author underscores a set of worldviews that are profoundly different from those of the U.S. authorities currently in Iraq and Washington. Some key Shi'ite clerics are deeply suspicious of the United States, exemplified by conspiracy theories. These suggest that Saddam's ouster was merely a convenient excuse, allowing the United States to implement its own agenda. Other clerical leaders are more open-minded but not particularly grateful for the U.S. presence, despite their utter hatred for Saddam and his regime. [PDF 385 Kb]

The situation then was grim: thousands of America's soldiers were in harm's way. Thousands more had been killed or wounded. And the leader of Iraq -- the target of America's invasion -- Saddam Hussein, was still on the run. Back then, President Bush assured us that hope was around the corner, that resistance would lessen, and that a new Iraqi government would be quickly established. According to Administration officials, Saddam's downfall would open the floodgates to hard evidence of his ties to al Qaeda and point the way to weapons of mass destruction -- including nuclear and biological weapons. But time has not been kind to these predictions. Today, nearly four months later, and after the capture of Saddam Hussein, our troops are still in harm's way, and al Qaeda is still at large."

Kennedy 14 Jan 2004 -- "In these uncertain times, it is imperative that our leaders hold true to those founding ideals and protect the fundamental trust between the government and the people. Nowhere is this trust more important than between the people and the President of the United States. (...) I believe that this Administration is indeed leading this country to a perilous place. It has broken faith with the American people, aided and abetted by a Congressional majority willing to pursue ideology at any price, even the price of distorting the truth. On issue after issue, they have moved brazenly to impose their agenda on America and on the world. They have pursued their goals at the expense of urgent national and human needs and at the expense of the truth. America deserves better."

- Report of The Independent Panel on the Safety and Security of UN Personnel in Iraq The Independent Panel on the Safety and Security of the United Nations Personnel in Iraq 20 October 2003 -- "In the view of the Panel, the UN security management system failed in its mission to provide adequate security to UN staff in Iraq. The failure of UN management and staff to comply with standard security regulations and directives left the UN open and vulnerable to the type of attack that was perpetrated on 19 August 2003. In particular, the UN security system failed adequately to analyse and utilize information made available to the system on threats against UN staff and premises. The security awareness within the country team did not match the hostile environment. The observance and implementation of security regulations and procedures were sloppy and non-compliance with security rules commonplace. Adequate security arrangements may not have been able to prevent the attack against the Canal Hotel perimeter, but would certainly have minimized the vulnerability of the staff and premises and reduced the number of casualties caused by the attack." - Iraq Museum Investigation 10 Sep 2003 -- "In mid-April of this year, it was widely reported that over 170,000 ancient artifacts had been stolen or looted from the National Museum of Iraq in Baghdad. (...) The U.S. government then dispatched a 13-member team from U.S. Central Command, consisting of selected military personnel from the Joint Inter-Agency Coordination Group and agents from the Bureau of Immigration and Customs Enforcement, to investigate the theft and to begin the recovery of the missing artifacts. On 16 May, this team issued a preliminary report on the extent of the losses and the status of the investigation. Issued less than one month into the investigation, it necessarily raised as many questions as it posed answers. - The U.S. Army In The Occupation of Germany 1944-1946 by Earl F. Ziemke Center of Military History: Army Historical Series 1975 -- This volume provides an authoritative account of the role of the US Army in military government and occupation of Germany from the inception of planning until the relative separation of military government and tactical troops in 1946. In the process it offers an in-depth study of the first year, the formative period of the occupation, a most eventful phase in the shaping of post-war Europe. The story ranges from Washington and theater headquarters down to military government detachments in the field, and covers the varied national and international civilian and military apparatus that evolved. Illustrating the diverse approaches of the Americans, British, and Russians, it analyzes efforts to combat hunger, disease, and crime, preserve cultural artifacts, re-establish industry and utilities, and resolve thorny problems involving currency, housing, education, newspapers, elections, and displaced persons. [T]he account shows the pitfalls and difficulties in planning, organizing, and executing such a complex undertaking.

- USAID: Assistance for Iraq - Nightline: Project Iraq, April 23, 2003 Transcript USAID 24 Apr 2003 -- "ANDREW NATSIOS - Well, in terms of the American taxpayers contribution, I do, this is it for the US. The rest of the rebuilding of Iraq will be done by other countries who have already made pledges, Britain, Germany, Norway, Japan, Canada, and Iraqi oil revenues, eventually in several years, when it's up and running and there's a new government that's been democratically elected, will finish the job with their own revenues. They're going to get in $20 billion a year in oil revenues. But the American part of this will be 1.7 billion. We have no plans for any further-on funding for this. (...) That is our plan and that is our intention. And these figures, outlandish figures I've seen, I have to say, there's a little bit of hoopla involved in this." - RECONSTRUCTING IRAQ: INSIGHTS, CHALLENGES, AND MISSIONS FOR MILITARY FORCES IN A POST-CONFLICT SCENARIO Conrad C. Crane and W. Andrew Terrill, Army War College, February 2003 -- During World War II, the U.S. military's extensive planning for the occupation of Germany was a major factor in achieving long-term strategic objectives after the war was won. More recent examples of military operations also emphasize the challenges of post-conflict operations and the criticality of detailed planning and preparation. As the possibility of war with Iraq looms on the horizon, it is important to look beyond the conflict to the challenges of occupying the country.
