John Hinchliffe Tries To Shaft Us.

We predicted it was going to be a whitewash and that's what the World Heritage Officer tried.

We have it down in writing, how the meeting was to be formulated, but when we got there the double dealing Hinchliffe tried to direct us into a forum.
"You have had years to organise debates and you want one now today, there is not a chance"
Ian Wray of the world heritage steering group says "I am the chair"
"I am the table, I said, and I will not be going into any meeting being led by a council poodle"

I had already told Trevor Skempton and Peter Brown of the Civic Society, who do not have a remit on this matter, from the group, as this has not been a meeting to discuss it, I am reliably informed, that I would not be setting foot in any room with them.
David Swift stood his ground with me. Florence Gersten was already upstairs, she had been excluded from any meetings until we complained.
So Hinchliffe, who has sat shuffling paper for 5 years, now wants to turn into a negotiator.
"Not a chance" I told him "We are not being pushed around in a pram by you, like you did last time"
Hearing the noise and me throwing my arms around and telling Hinchliffe. "Not a chance, full stop you are not going to stifle what I have to say and we will only meet the inspectors privately"
Ron Van Oers who we met last time in the 2006 visit came over and said just as I said "That it I am going" waving my hands.
"Would you like a private meeting"..............."Yes"............"We will come down and see you shortly"

Hinchliffe said "Oh yes we have a spot ICOMOS UK have not turned up"
"Are there any reports on Liverpool Waters from ICOMOS UK", I asked him
"Errrr not sure, there may be", he waffled
"Of course the City Council joined them as a corporate member did they not"
"Err maybe"
So Hinchliffe, the double dealer had been telling all that the meeting was to be transparent, yet Peter de Figeuirido, the 'Opinion for hire' now working for Peel, was with the party at the Pier Head.
(He was the historic buildings advisor for English Heritage once, therefore a colleague of Henry Owen-John.
 Owen John was there, as was Graham Ives "You probably has seen my name on various reports"
Yes far too many I thought I would not trust you as far as I could throw John Hinchliffe.

The mission came downstairs, and asked us some questions about who we represent, then we told them we don't recognise any steering group and cannot trust the MCS, and told them the reasons, we advised them that Hinchliffe is a total waste of space will do anything his paymasters tell him...........and that last time you were here.......Mr Van Oers.......... you let us down badly, I told him that he failed to grasp the gravity of the situation, when the Black Coffins were under planning, The City Council then under Warren Bradley promised to protect the World Heritage Site.
"If I remember rightly there were three, the Ferry Terminal the museum and Mann Island"
"You needed to be stronger and give advice, they are all carbuncles, if that's not affecting the Outstanding Universal Value then what is" I told him. 
"We had to compromise English Heritage were in support of it"
"Yes but I told you their Chairman Sir Neil Cossons was working for the Liverpool Museums and they had promised him a steam train exhibition to curate, and Loyd Grossman the ex chair was he Museums Chair of NML"
He went on to give a long explanation and I looked at him along with Patricia Alberth and Mr Barbato who said nothing, and said
"You made a major mistake that we have to live with for ever, you got it badly wrong"
He was a bit shaken and said "Look I can assure you this time we will not be making any mistakes, this is very serious"
David Swift had handed them a print run of pictures of the Mann Island and Pier Head before and after, and there it was plain as day, architectural vandalism had occured.

Hinchliffe then came in and asked if we could finish the meeting as there was others waiting upstairs
"You have had 20 minutes"

He's so kind, the double dealing waste of space that is supposed to be employed to protect World Heritage not roll over like a fluffy poodle, and have his belly tickled by any Spiv or Speculator that wants to build anything in the World Heritage Site.

Todays paper sees Joe Anderson proclaiming we will protect our heritage.....look what we did to the Bluecoat...............knocked down Herbert Tyson Smiths Workshop, that was intact and created a plastic palace.............Warren Bradley, now Joe Anderson, Its Dumb and Dumber.

David Fleming of NML-Will He Go? Or Will He Be Pushed?

Never has there been such a case to sack a Museum Director, as the case against Dr David Fleming.
How he has managed to stay in his job is beyond me.
I said a long time ago that he will bugger off as soon as he has erected "Flemings Folly" leaving us with a huge carbuncle in the world heritage site that helped to create a chain of events that now sees Liverpool as an architectural laughing stock.
He even saw off Loyd Grossman after the pair of them helped destroy Manchester Dock, now buried under the Museum of Liverpool, showing that the reality is, Fleming is not in the slightest bit worried about Liverpool history................but his own career.

It may have backfired on him this time, the national press have slagged off the misguided design, if that's what you can call it of Liverpool's new eyesore.
Nearly sixty years after the blitz more architectural damage is done to Liverpool's historic fabric by giving old Fuzzy Felt Fleming a hundred million quid to play around with than was done by the Lufftwaffe during the Blitz.

So will he now jump or will he be pushed. The local press hailed the opening of the new Museum a success but now as the winter draws in and the kids are back at school there is hardly anybody going there. And of course it draws attention from our museum district.
He is on his way I feel a Judd-er around the museum that there is something about to take place, but its too late for Liverpool. The damage has been well and truly done.

Museum of Liverpool-Were English Heritage Corrupt or Complicit In The Ruination Of Liverpools World Heritage Site?

When the Liverpool Council planners under the Riechmarshal Lee secretly slipped in the plans for the then proposed museum in Liverpool’s world heritage site on 20th December 2005, I could not believe it, I should have been shopping for socks for my Uncle Billy, I did not even know of the proposals despite being very involved in planning matters for some time and specifically World Heritage.
Armed with a report from Icomos UK and my own speech. I SHOT OVER TO THE TOWN HALL TO BE THE LONE OBJECTOR.

IT WAS STITCHED UP WELL AND TRULY BEFORE-HAND.
David Irving as Chair of the planning comittee was standing in for Lady Doreen Jones the Doyenne of Disaster, he nodded it through.
I got the list of letters sent out by the council one was addressed "the Statue Pier Head" another "The Car Park" Mann Island another to a shop next to mine that did not exist and my shop did not receive one. How strange.
I thought that Peter de Figueiredo http://www.defigueiredo.co.uk/index.html  who was English Heretics historic building advisor at the time has something to answer about because his partner was the Curator of NML, Julian Treuherz. (de Figueiredo now works for Peel Holdings on Liverpool Waters)

So I wrote to the Heretics under the Freedom of Information act requesting all the documents to show how a reasonable decision could have been made with our world heritage site without public consultation. Something the toothless UNESCO would later confirm was undemocratic. Henry Owen-John was and is real nuisance, he is EH Regional Development Director see picture above
Then by chance I stumbled across a strange bit of information, that the then Chairman of English Heritage Sir Neil Cossons was working for Liverpool Museums…along with ex top knob at the Heretics bureau, Loyd Grossman who was then the chairman of NML…along with the then leader of the city council the now disgraced Mike Storey (who conveniently didn’t tell anyone, in fact it appeared to be a secret)…and the Chairman of the North West Development Agency, Bryan Gray who was to fund the museum by the sale of the land to build 3 huge blocks on the Mann Island site that they owned. They were in the plans but with transparent pen.

Sir Neil Cossons advised the he may have conflicts of interest arising from his Chairmanship of English Heritage. Councillor Storey advised that he may have conflicts of interest arising from his role as Leader of Liverpool City Council.

The list of conflicts of interest was immense one of NMLs trustees had even had a job done by 3XN the architects the strange occurrence that not a soul in Liverpool had heard of until the plans for the WHS had been approved. Despite the Conflicts of Interest, lets move on, and ignore them, they then decided.


How can you have a then Chairman of English Heritage working for the very perpetrators of WHS disaster. It should not have been allowed?
What the English Heritage series show is that if its convenient, it’s a stitch up right from the top down.
Thurley denied there was any conflict of interests after I wrote to him. Well he would, wouldn't he.
But what happened in reality was that Unesco took the nformation that English Heritage had put together as they were the Governments advisors so it was well and truly stitched.

I hope this man can sleep at night.

Liverpool has now lost its World Heritage Site Status.

George Osbourne Budget-The Con Dems To Relax Liverpools Planning Laws!!!!

I find it hard to believe that Liverpool's planning laws could be relaxed anymore than they are already.

LIVERPOOL’S revamped Pier Head and canal link scooped its 17th award in just two years.


They were among city projects dominating a prestigious architecture contest last week.

The £28m project to create a new canal link and transform the Pier Head picked up one of 24 commendation awards at the Civic Trust Awards, in Manchester.
Judges said: “The works represent best practice in accommodating growth and investment in a dynamic, living World Heritage Site city.”
Projects by Liverpool’s universities also played a starring role.
The University of Liverpool’s heating infrastructure project, designed by architects Levitt Bernstein Associates, picked up one of 27 awards.
The contemporary energy centre, which sits in a group of 19th-century listed buildings in Dover Street, was praised for “reflecting the past in a modern solution”.
Judges described it as “a brave, imaginative brief [which] has created a unique and modern design with architectural qualities commensurate with its neighbours”. Council planners worked closely with the architects to refine the design.

Liverpool Hope University’s Angel Field, in Everton, and John Moores University’s art and design academy were also praised.
Cllr Malcolm Kennedy, Liverpool council’s cabinet member for regeneration, said: “Our four award winners are all fantastic examples of how good design and planning can help deliver world-class, contemporary projects, which breathe new life into our city while complementing our existing architecture.”
Council regeneration director Nick Kavanagh added: “Liverpool’s overall success at the Civic Trust Awards shows we continue to be a leading city of architectural excellence.”

The works are to be applauded for their extent and quality which further enhance the setting including the grade I listed Liver Building, and grade II* Cunard and Port of Liverpool Buildings. The scheme provides a flexible, usable public space that responds well and is enjoyed by many. The City Council and its partners have delivered a programme of major investment over some 10 years to regenerate the city and the works represent best practice in accommodating growth and investment in a dynamic, living World Heritage Site city.

REALLY THERE IS NO FUTURE WHEN PEOPLE WHO ARE BLIND TO OUR ARCHITECTURAL LEGACY ARE APPLAUDING THE DECIMATION OF A UNESCO WORLD HERITAGE SITE.

Mann Island Wonder on the Waterfront.

The real wonder is how they ever got away with building three black coffins at Mann Island.
This is a full page advert in the local paper, I thought they said they had sold them all...it was reported as such.
You will note that the White Coffin, the all new Wacky Warehouse-on-Sea...The Museum of Liverpool, is not shown in the picture.
That is because Dr Fuzzy Felt at NML has banned them from using the image connected with the black slugs. They are desperately trying to distance themselves from the Mann Island development, even though its all the same North "Vested Interest" Development Agency funding package. Loyd Grossperson threatened legal action if they were associated together just before Fleming had him sacked for reporting him to the DCMS. That's what was in the Sunday Times anyhow. To think the English Heretics let them get away with this.

Museum of Liverpool-Where Has All The Cash Gone.

How can a public body waste so much money and get no-where. Promised opening time 2008 then 2009, 2010......now 2011...actual opening time well just make it up, they do.
Todays Architects Journal carries a story saying that the NEW ARCHITECTS ARE NOT BEING PAID.

The ongoing saga surrounding the £72 million Museum of Liverpool has taken another twist – this time over unpaid fees to project architect AEW

The Manchester-based practice, which replaced Danish firm 3XN on the scheme in late 2007 (AJ 15.11.07), is understood to be heading towards adjudication over more than £100,000 in outstanding ‘additional’ fees.
Although the practice was unable to comment due to confidentiality clauses, a source close to the project said the museum was ‘fighting a rearguard action’ to try and keep costs down.
A spokesman for National Museums Liverpool was unwilling to clarify what led to the dispute, saying: ‘As in all major projects, issues regarding fees are private matters between the parties concerned.’
However, the museum refuted rumours that project manager Mace, which took over from Mott MacDonald in August last year, has left the project.
Engineer Buro Happold, when asked whether it had been paid, simply said: ‘We have a good working relationship with our client on this project. The fit-outs are about to commence on site and we are looking forward to future opportunities with them.’
It is believed fees are still owed to 3XN, although the firm agreed to be called the scheme’s ‘creative architect’ following a battle over copyright issues earlier this year.

Initially scheduled to complete externally in 2008, the Museum of Liverpool is not now due to open until summer 2011.

St James Church Handed Back to the City-God ‘elp Us

Here we go again. It was handed back by the Chairman (how many chairmans, can one man be) of the Churches Conservation Trust, Loyd Grossperson the Heritage marauder of Liverpool’s World Heritage Site.

The CCT have owned it for decades.
It is reported that this marks a milestone. Well Isay reported.
It is said this marked the first milestone on the road to a £16m regeneration project at St James In The City church, in Upper Parliament Street.
The Toxteth chapel is thought to be one of the world’s earliest surviving examples of a church supported by cast-iron columns.
Built between 1774 and 1775 by Cuthbert Bisbrowne, it served Liverpool’s West African, Caribbean and American communities, including many slaves.

The congregation had to move out in the 1960s because of plans to extend the M62 into the heart of the city.
Yesterday, trust chairman Loyd Grossman officially handed the building back to the Bishop of Liverpool, the Right Reverend James Jones.

“I think a huge amount of progress has been made in three years. We are very lucky we have got to this wonderful stage, where St James is going to be returned to use as a place of worship and to be a focal point for the community.“St James In The City is an historic church of global and national significance. We believe historic churches should be protected for future generations by bringing them back into the heart of community use.

The parish’s vicar, Rev Neil Short, said the first major piece of renovation will be to replace the church’s ailing roof. http://liverpoolpreservationtrust.blogspot.com/2009/04/mad-hatters-tea-party-at-st-james.html
His vision for the church also includes building a new block next to the centuries-old church containing offices, apartments and community facilities and should help pay for the restoration.
It was feared thousands of bodies would have to be exhumed from the cemetery to make way for the block, but other options are now being looked into.
Mr Short said yesterday: “It feels absolutely brilliant to take ownership of the church because we will be able to maintain the structure of this building.
“We will see this building in its original glory but we will also be able to refurbish it and make it suitable for the 21st century.”
He added surveys on the roof will be done shortly, and the parish is applying to a host of bodies for grants to fund the work.

Museum of Liverpool-Flemings Folly

I have just done a brief interview with Winifred Robinson for You and Yours Radio 4 to be broadcast on Friday morning about the New Museum-Flemings Folly. Phil Redmond as Chairman of Liverpool Museums was also to do an interview http://liverpoolpreservationtrust.blogspot.com/2010/03/phil-redmond-professional-scouser.html  but cancalled it so its Fleming standing in. Lets guess what he will say in a broad gay sounding Yorkshire accent "Well all those years ago when they built the Catholic Cathedral they hated it and now its a piece of Liverpools heritage".  Thats what he always says.
The Cathedral too ran out of money and they had to go cap in hand like the new carbuncle, it was unaffectionatly chtistened Paddy's Wigwam by Arthur Dooley. So what name is going to stick with Flemings Folly......squoshed ciggy packet, the sun lounger.....The Trashy Tart next to our three ageing edwardian beauties, the Three Graces is indeed a carbuncle. Loyd Grossman-Lectures Us On Heritage, After He Helped Destroy Manchester Docks.

The country’s leading heritage organisations — including the National Trust, the Campaign to Protect Rural England, Save Britain’s Heritage and Historic Royal Palaces — will next week issue an election manifesto calling for sweeping reforms to the sector.


Following a major consultation of its members, umbrella group Heritage Link, which represents more than 75 NGOs, will use its annual heritage day this Wednesday to challenge the three main political parties to end neglect of heritage.
It will propose measures including legislation to streamline heritage protection, fully restore levels of National Lottery support, investing in local authority expertise and cutting VAT on repair and restoration.
Heritage Link has a secret weapon in the form of Lloyd Grossman, the media personality and former chairman of National Museums Liverpool, who will be unveiled as its new chairman at the event in London’s King’s Cross.

I once told Loyd Grossperson that architecture is not like making a sauce and the ingredients were certainly a bad mix with him and David "Fuzzy" Felt Fleming who he got away from at the earliest he could. Grossman should be held to account for his involvement in WHS destruction not rewarded with another cushy Quango post.

Sir Neil Cossons.How did he get away with this.

When the Liverpool Council planners under the Chief planning officer Nigel Lee secretly slipped in the plans for the then proposed museum in Liverpool’s world heritage site on 20th December 05, I could not believe it, I should have been shopping for socks for my Uncle Billy, I did not even know of the proposals despite being very involved in planning matters for some time and specifically World Heritage. Armed with a report from Icomos UK and my own speech. I SHOT OVER TO THE TOWN HALL TO BE THE LONE OBJECTOR. IT WAS STITCHED UP WELL AND TRULY BEFORE-HAND. David Irving as Chair standing in for Lady Doyenne Jones nodded it through.
 I got the list of letters sent out by the council one was addressed "the Statue Pier Head" another "The Car Park" Mann Island another to a shop next to mine that did not exist and my shop did not receive one. How strange. 
I thought that Peter de Figueiredo http://www.defigueiredo.co.uk/index.html who was English Heretics historic building advisor at the time has something to answer about so I wrote to the Heretics under the Freedom of Information act requesting all the documents to show how a reasonable decision could have been made with our world heritage site without public consultation. Something the toothless UNESCO would later confirm was undemocratic. 
Then by chance I stumbled across a strange bit of information that the then Chairman of English Heritage Sir Neil Cossons was working for Liverpool Museums…along with ex top knob at the Heretics bureau, Loyd Grossman who was then the chairman of NML…along with the then leader of the city council the now disgraced Mike Storey (who conveniently didn’t tell anyone, in fact it appeared to be a secret)…and the Chairman of the North West Development Agency, Bryan Gray who was to fund the museum by the sale of the land to build 3 huge blocks on the Mann Island site that they owned. Mr Gray advised that he may have conflicts arising from his Chairmanship of the North West Development Agency. Sir Neil Cossons advised the he may have conflicts of interest arising from his Chairmanship of English Heritage. Councillor Storey advised that he may have conflicts of interest arising from his role as Leader of Liverpool City Council. RESOLVED that the Board accepts that none of these possible interests give rise to undue conflict or could prejudice the proper transaction of the business of this meeting and the Trustees concerned should not therefore be expected to withdraw from the discussions. 150. WATCHING THE DETECTIVES

FEELING FUZZY AGAIN

interviewed the director of National Museums Liverpool as part of some international convention down under. She described him as Iconoclastic…doesn’t quite equate with the descriptions I have for him but there you go.

Which he thought was well and truly buried. Afraid not. He sent a copy around to all the curators at NML. What an idiotic thing to do. Why would you do that? It takes about 10 minutes of listening but then he gets in full swing
During the interview he said: "Why is it that most curators and museum staff are completely dysfunctional in normal society?
"Most of them you would not want to take out for a drink. They’re weird! And why is it that our sector thinks it’s appropriate to put weird people at the head of it?"

Well they wont be lining up at NML to go down and have a drink with him for sure. Who is weird? Isnt he at the head of NML, what a stupid thing to say. Can he really get away with this?
People I spoke to at NML where disgusted about being spoken about in such a derogatory manner by a director who is supposed to inspire not create such ill feeling and contempt.
Comments were left on the Museum Detective.com website, and were later removed, after the local press got hold of it and published extracts.

Dear Bishop Jones,
It is hard to fathom out in my imagination just how you could consider putting a giant neon rabbit on the top of a Grade I listed property. St James Church, which is on the English Heritage National at risk register and has been for some time.
Considering that the Church themselves has allowed it, is may I say incredulous.

The words sacrilegious spring to mind.

Even if it is deconsecrated a little more respect is required for our heritage we feel.

As our colleagues or we peruse the planning lists weekly it is even more alarming to suggest that this has been carried out without listed building consent.

As you are the Chair of the Echo Stop the rot campaign If I may be so bold as to suggest that this looks a bit like the Church shooting themselves in the preverbal foot and sets a very bad example indeed.

We understand that attention needs drawn to the plight of this building on the at risk register but really to put a big stupid neon lamp of a bunny rabbit is one step beyond.

1.Would you please advise me when and forward copies of the listed building consent and relevant planning permission.

2.Advise whether any fees for the renting of the space have been obtained.

3. Who gave permission for such an idea?

4.When this is coming down
