3 isi utama ucapan Perdana Menteri Datuk Seri Najib Razak jam 12.20mlm 22 Julai 2014.

Setelah berunding dengan Aleksander Borodai

1. Kumpulan pemisah bersetuju untuk serahkan mayat nahas MH17 kpd Malaysia.
2. Kumpulan pemisah bersetuju utk serahkan 2 kotak hitam kepada Malaysia.

PRIME MINISTER NAJIB RAZAK STATEMENT ON MH17 AGREEMENT

In recent days, we have been working behind  the scenes to establish contact with those in charge of the MH17 crash site.

That contact has now been made. Under difficult and fluid circumstances, we have been discussing the problems that have occupied us all: securing vital evidence from the aircraft, launching an independent investigation, and above all recovering the remains of those who lost their lives.

Tonight, we have established the basis of an agreement to do just that.

Earlier this evening I spoke to Alexander Borodai, who is in command of the region where the tragedy occurred. We have agreed the following:

Firstly, the remains of 282 people, currently in Torez, will be moved by train to Kharkiv, where they will be handed over to representatives from the Netherlands. The train will depart this evening Ukraine time, and will be accompanied by six Malaysian members of the recovery team. The remains will then be flown to Amsterdam on board a Dutch C130 Hercules, together with the Malaysian team. Following any necessary forensic work, the remains of Malaysian citizens will then be flown home to Malaysia.

Secondly, at approximately 9pm tonight Ukraine time, the two black boxes will be handed over to a Malaysian team in Donetsk, who will take custody of them.

Thirdly, independent international investigators will be guaranteed safe access to the crash site to begin a full investigation of the incident.

I must stress that although agreement has been reached, there remain a number of steps required before it is completed.

There is work still to be done, work which relies on continued communication in good faith. Mr Borodai and his people have so far given their co-operation.

I ask that all parties continue to work together to ensure that this agreement is honoured; that the remains of our people are returned, that the black box is handed over, and that the international team is granted full access to the site.

Only then can the investigation into MH17 truly begin; only then can the victims be afforded the respect they deserve. We need to know what caused the plane to crash, and who was responsible for it, so that justice may be done.

In recent days, there were times I wanted to give greater voice to the anger and grief that the Malaysian people feel. And that I feel. But sometimes, we must work quietly in the service of a better outcome.

I understand that for the families, nothing can undo this damage. The lives taken cannot be given back; the dignity lost cannot be regained.

My heart reaches out to those whose loved ones were lost on MH17. We hope and pray that the agreement reached tonight helps bring them a clear step towards closure.

#MH17 : Putin setuju bantu bawa pulang mayat

#MH17 – Putin Akan Bantu Dapatkan Mayat Dan Kotak Hitam MH17

TEN QUESTIONS FOR THE UKRAINIAN AUTHORITIES
1. Immediately after the tragedy, the Ukrainian authorities, naturally, blamed it on the self-defense forces. What are these accusations based on?

2. Can Kiev explain in detail how it uses Buk missile launchers in the conflict zone? And why were these systems deployed there in the first place, seeing as the self-defense forces don’t have any planes?

3. Why are the Ukrainian authorities not doing anything to set up an international commission? When will such a commission begin its work?

4. Would the Ukrainian Armed Forces be willing to let international investigators see the inventory of their air-to-air and surface-to-air missiles, including those used in SAM launchers?

5. Will the international commission have access to tracking data from reliable sources regarding the movements of Ukrainian warplanes on the day of the tragedy?

6. Why did Ukrainian air traffic controllers allow the plane to deviate from the regular route to the north, towards “the anti-terrorist operation zone”?

7. Why was airspace over the warzone not closed for civilian flights, especially since the area was not entirely covered by radar navigation systems?

8. How can official Kiev comment on reports in the social media, allegedly by a Spanish air traffic controller who works in Ukraine, that there were two Ukrainian military planes flying alongside the Boeing 777 over Ukrainian territory?

9. Why did Ukraine’s Security Service start working with the recordings of communications between Ukrainian air traffic controllers and the Boeing crew and with the data storage systems from Ukrainian radars without waiting for international investigators?

10. What lessons has Ukraine learned from a similar incident in 2001, when a Russian Tu-154 crashed into the Black Sea? Back then, the Ukrainian authorities denied any involvement on the part of Ukraine’s Armed Forces until irrefutable evidence proved official Kiev to be guilty.

Pro-Russian rebels hinder OSCE monitors full access to MH17 crash site

UNITED NATIONS - The United Nations Security Council is expected to consider on Monday a resolution demanding that pro-Russian separatists provide “full and unrestricted access” to the crash site of a downed jet in Ukraine.

The document, proposed by Australia and co-sponsored by countries like France, also calls on all actors in the region to fully cooperate in an international probe of the incident.
It demands that all military activities, including by armed groups, be “immediately ceased in the immediate area surrounding the crash site to allow for the security and safety of the international investigation.”

A vote was set for Monday at 3pm (1900 GMT).

Russia, as a permanent member of the Security Council, has the right to exercise its veto power to scrap the resolution.

Malaysia Airlines flight MH17 is believed to have been blown out of the sky on Thursday by a surface-to-air missile, killing all 298 passengers and crew members.

Among the dead are 28 Australian citizens.

The measure “condemns in the strongest terms” the actions that caused the plane to crash.
It demands that armed groups controlling the area “refrain from any actions that may compromise the integrity of the crash site… and immediately provide safe, secure, full and unrestricted access to the site and surrounding area for the appropriate investigating authorities”.

While not mentioning Russia specifically, it “calls on all states and actors in the region to cooperate fully in relation to the international investigation of the incident.”
The text also urges countries to respect international civil aviation safety rules “in order to prevent the recurrence of such incidents, and demands that all states and other actors refrain from acts of violence directed against civilian aircraft”.

Pressure mounts on Russia

World leaders have demanded for Russian President Vladimir Putin to use his influence to persuade the rebels to hand over the victims and allow full access to the crash site.
Major European nations have warned Moscow of additional possible sanctions over the crash.
On Friday, panel members, including Russia, demanded a full, independent probe of the downing.

Australia had asked that its 14 counterparts submit their comments on the measure.
One Western diplomat said it was difficult to know whether the Russians would exercise their veto power, adding Moscow was under significant pressure.
The diplomat did not rule out the possibility that Russia could ask for more time to examine the text.

US Secretary of State John Kerry said earlier that it was “pretty clear that this is a system that was transferred from Russia in the hands of separatists,” while slamming “grotesque” scenes at the crash site, reports AFP.

[Video] Pengalaman ngeri rakyat Ukraine ketika dihujani mayat dan serpihan #MH17

Late Thursday afternoon, a field of sunflowers in the village of Torez in eastern Ukraine was transformed into a scene of a tragedy when Malaysia Airlines Flight 17 was brought down by a surface-to-air missile.

Jerome Sessini, a French photographer with the agency Magnum Photos, was one of  the first people to arrive at the scene. A veteran war photographer who has worked in conflict sites like Iraq and Somalia, Sessini says he wasn’t prepared for the weight of what he saw.

Sessini, who had been working in a nearby mining village in Donetsk, first heard about the crash when his driver received a call from a local journalist, who explained that a plane had been downed in nearby Torez, apparently by pro-Russian rebels. Initially assuming it was a Ukrainian military plane—the pro-Russian rebels had already destroyed a military transport plane and reportedly brought down two other military aircraft—Sessini and his driver headed out.

“As we made our way to Torez, we learned that it was in fact a civilian plane,” the photographer told TIME. It didn’t take the pair long to reach the scene and they had no trouble accessing the crash site, as there were very few people in the area at the time.  Yet the rebels soon arrived, and they initially gave Sessini trouble, taking his memory card away. They eventually returned it and allowed Sessini to take photographs.

“[What I saw] was horrific, almost unreal,” he says. In addition to the charred wreckage and debris of the destroyed Boeing 777 plane, there were bodies strewn across the fields. Some were still attached to their seats. “I was in shock. I don’t think I ever felt so sick.”

More than a hundred bodies have been found so far, with some located as far as 6.2 miles (10 km) away from the crash site. “I found one body that went through the roof of a house and landed in someone’s bedroom,” says Sessini. “It’s a real nightmare.”

Sessini noted that while some of the bodies were virtually intact, others had broken apart in the explosion and crash. But for the seasoned photographer, one of the hardest sights to take in wasn’t the dead themselves, but the mementos from their lives, strewn across the ground. “One of the saddest parts was to see all of their luggage in the grass,” he says. “All these Duty Free bags, the swimsuits, the children’s books.”

“I don’t think I’ll be able to board a plane without thinking about these images,” Sessini says.

Statement by Prime Minister Najib Razak:
Malaysian Airlines flight 17

Embedded image permalink

Yesterday evening, I was informed of the terrible and deeply shocking news that a Malaysia Airlines jet went down in eastern Ukraine.

Malaysia Airlines has confirmed that the jet was Malaysia Airlines flight 17, which was on a scheduled flight from Amsterdam to Kuala Lumpur.

The flight departed Amsterdam at 12.15pm, local time. It was scheduled to arrive in Kuala Lumpur at 6.10 am, local, Malaysian time.

The aircraft was a Boeing 777-200.

The aircraft’s flight route was declared safe by the International Civil Aviation Organisation.

And International Air Transportation Association has stated that the airspace the aircraft was traversing was not subject to restrictions.

Malaysia Airlines has confirmed that the aircraft did not make a distress call.

The flight was carrying a total number of 295 people – comprising 280 passengers and 15 crew members.

Malaysia Airlines is in the process of notifying the next-of-kin of the passengers and crew. All possible care will be provided to the next-of-kin.

The Government of Malaysia is dispatching a special flight to Kiev, carrying a Special Malaysia Disaster Assistance and Rescue Team, as well as a medical team.

According to information provided by Kiev Air Traffic Control, the location of the plane’s emergency locator beacon is 48 degrees 7 minutes and 23 seconds North; and 38 degrees 31 minutes and 33 seconds East.

The Ukrainian authorities believe that the plane was shot down.

At this early stage, however, Malaysia is unable to verify the cause of this tragedy.

But we must – and we will – find out precisely what happened to this flight.

No stone can be left unturned.

If it transpires that the plane was indeed shot down, we insist that the perpetrators must swiftly be brought to justice.

Emergency operations centres have been established. In the last few hours, Malaysian officials have been in constant contact with their counterparts in Ukraine and elsewhere.

And I will be speaking to a number of world leaders over the coming hours.

I have had several conversations with the Prime Minister of the Netherlands.

I have also spoken to the President of Ukraine. He has pledged that there will be a full, thorough and independent investigation, and Malaysian officials will be invited to take part.

The Ukrainian president also confirmed that his government will negotiate with rebels in the east of the country, in order to establish a humanitarian corridor to the crash site.

Just now, I received a call from President Obama.

He and I both agreed that the investigation must not be hindered in anyway.

An international team must have full access to the crash site.

And no one should interfere with the area, or move any debris, including the black box.

This is a tragic day, in what has already been a tragic year, for Malaysia.

As we work to understand what happened, our thoughts and prayers are with the family and friends of those onboard the flight.

I cannot imagine what they must be going through at this painful time.

The flight’s passengers and crew came from many different countries.

But today, regardless of nationality, we are all united in grief.
