--This gentleman comes out in a card, addressed to the people of Frederick county, Va., vindicating himself from aspersions which have been made as to his lack of loyalty to his State. In conclusion, he says:‘ "My principal object in now addressing you, is to state that my purpose at this time is, according to your instruction at the polls, to place my signature, on your behalf, and with my own cordial assent, to the ordinance declaring the withdrawal by Virginia of all her powers conferred upon the Federal Government of the United States, immediately upon my return to Richmond. In all further proceedings, necessary in consequence of this ordinance, and in all measures necessary or proper for the effectual defence of the Commonwealth, I will also co- operate to the best of my ability."
