The enemy off the coast of Louisiana.

--We take the following from the New Orleans Bulletin, of the 31st ult.:

The Lincolnites off the Louisiana coast have been somewhat active during the past few days in taking soundings, etc. We are informed that yesterday a vessel came near Proctor ville and sent out boats, which for a time were engaged in sounding in that vicinity and driving stakes to indicate the channel. This we believe to be merely a ruse to draw off attention from other points upon which the enemy meditate an attack. On Friday last a steamer and two schooners came within a mile and a half of Fort Macomb, when Capt. Capers, commanding that post, threw three shell at them, one of which is supposed to have struck the steamer, where upon the three vessels put to sea in hot haste.
