Maintaining Southern institutions.
It was a very common assertion before the dissolution of the Union, that the aid of the North was necessary to the South to enable it to maintain its constitution In view of the light which has been shad upon the subject by the experience of the present war it seems incredible that such a declaration should ever have been seriously made. Who believes now that, when the South has achieved its independence, it will require any outside ‘"aid"’ to ‘ "maintain its institutions!"’
