The London times on taxation and the war.

New York, July 26.
--The London Times (a copy of which was brought by the steamer City of Baltimore,) has a leading editorial, in which the opinion is expressed that the heavy system of taxation adopted by the Lincoln Government will induce the Northern people to reconsider the rejection of peace, or propose a compromise of existing troubles.
