Hard case.
--One of our prominent auctioneers was fined by the Mayor yesterday for violating a city ordinance by selling in the street a pair of horses and carriage. The sale was made for a refugee who had just escaped from the Yankees, and reaching here without a dollar felt compelled to dispose of his little all without a moment's delay. The Mayor did his duty in imposing the fine, but if the facts were made known to the Council that body would, doubtless, refund the amount, and feel it a privilege to do so.
