The Mexican mission.

Philadelphia, Pa., December 14.
--A special Washington dispatch to the Ledger says it is rumored that General Logan, immediately upon communication with the Government of Juarez. will propose a commercial treaty between the United States and Mexico, which shall secure to American citizens important rights upon the great lines of transit from the Gulf of Mexico to the Pacific coast, and such extension of the free list as will greatly extend the Mexican market for American manufactures; and in exchange for these privileges, which may be secured by military interposition if necessary, the United States is to loan twenty millions of dollars as a guarantee of Mexican bonds to that amount in behalf of the Mexican Republic. This last should be received with allowance.
