An Artful Dodge.
--Richmond is now infested, and her citizens annoyed, by scores of beggars from all quarters of the globe, and the police ought to be required to arrest and put them to work with as little delay as possible. Most of these creatures are females, and many of them speak so badly that their jargon is almost unintelligible.--Prowling from street to street, they enter residences, without notice to the tenants, when the doors are open, and if not discovered appropriate all valuables within their reach and decamp. If observed by a servant, they inquire for the lady of the house, and while the servant is gone to inform the mistress they exert their thieving propensities to the fullest extent. Some few days since one of these pests called at Dr. B. Burwell's residence, on 6th and Leigh, and in the absence of the servant appropriated two silver goblets to her own use. The city authorities and our benevolent societies have made the amplest arrangements for the care of the poor, thus rendering street begging unnecessary, and for that reason the authorities should promptly arrest and punish the straggling paupers that now infest our streets.
