Cruelty to animals.

--Michael Clarke, a negro claiming to be free, was carried before the Mayor on Saturday, charged with cruelly beating a horse belonging to the Confederate States. The charge was proved to the entire satisfaction of the Mayor, who directed that the offender should receive twenty-five lashes for the exhibition of his brutish propensities, and also ordered that he should be retained in jail, as he could produce no documentary evidence of his freedom, save the unwarrantable license he took to beat the horse.
