Resignation of an Army Surgeon.

--Among the Virginians who have lately resigned their commissions in the service of the United States, is Surgeon Dinwiddie B. Phillips, of the Army. Like many other officers of high rank, he refused to disgrace himself or his State by associating with those now engaged in executing the orders of ‘" ole Dabe "’ of Illinois. Surgeon Phillips is now in Rappahannock county.
