Mr. Clingman, of N. C., argued that the Inaugural meant war, and that war was the real purpose of the Administration. Within the last three days he had information of heavy guns and large reinforcements going South to take possession of forts in North Carolina, Virginia, and elsewhere.
Messrs. Hale, Chandler and Simmons replied.
