Gen. Banks a Massachusetts lawyer, has been ordered to the command of Gen. Patterson's division at Martinsburg, and the latter will probably retire from service, his term having expired. --Gen. John A. Dix will supersede Gen. Banks in command of the department of Annapolis, which includes the city of Baltimore.
