James River Canal.

Mons.Alfred Paul, Consul of France, in Richmond, has addressed a long and instructive Report to the French Minister of Foreign Affairs at Paris, setting forth elaborately, and with admirable ability, all the facts of interest connected with the James River Canal, in connection with the proposed transfer to a French company; a subject which Mons. Paul believes ‘"to be of the highest importance, and of a nature to attract the attention of the Government of the Emperor."’
