The Mayor of Toronto on the crisis.

--Mr. Bowers, the newly-elected Mayor of Toronto, Canada, in his speech, Monday, to the Council, stated that large accessions to our population might soon be expected on account of the troubles in the United States, and recommended such a policy in regard to taxation, &c., as will especially favor such emigration.
