I think this is a near impossibility in Africa even in the next hundred years at least. I think it is just a 'feel good' structure to dupe the Africans that they will be at par with Europe in no time. Dupe them with what purpose in mind? To get them away from China, control their resources and to serve "important to the security interests of the United States." Read on.

 

 

Note this, the US backed AU Peacekeeping forces were involved in Rwanda. They were also on the ground in Darfur in the Sudan. The result is the Sudan has now been divided into two. The Americans are quite happy about that too. Egypt has fallen to the US again, Libya has fallen and so has Yemen. Syria is on the brink. Somalia has been a cauldron for over 20 years now.
