For most practical purposes in the UK, "poor soul" means a person considered as a "poor thing" -- not in the sense of poverty but in the sense of being luckless.
Apparently, the phrase comes from Shakespeare's Sonnet 146 roughly around the year 1609: Poor soul, the centre of my sinful earth.

My Birthday candy
My gifts goes to Ike - only she joined my game.
I had prepared for her as co-organizer another set of gifts /surprise/, so
