Suffrage in the District.
--The latest trick of the advocates of negro suffrage in the District of Columbia, and one to which they propose to resort in view of an overwhelming defeat at the polls on the 21st instant, when the question will be submitted to the people for their sense upon it, is the proposal that all friends of the measure shall stay away from the polls, these latter being unwilling to allow the suffragans of that small piece of territory any voice in the decision of a question which they declare to be one in which the people of the whole country are deeply interested.
