Fresh in the river.

--For the third or fourth time within the past two months, the river James has been subject to another heavy rise. Yesterday afternoon water had risen in most of the cellars in the lower part of the city, the islands were inundated, and "Falls" plantation was partially-submerged. At last accounts, the present fresh was greater than the last, and bid fair to exceed the highest we have had for years.
