The law in relation to Substitutes
Yesterday in the House of Representatives a bill was reported from the Committee on Military Affairs amendatory of the bill recently passed upon the subject of substitution in the army. The amendatory bill contemplates a distinction in favor of those persons who are now, and who were during the year 1863, engaged by their own labor, or a superintending the labor of others, in producing supplies for the army and the country. The committee reporting the bill recommended its immediate passage. The usual question of postponing it and placing it upon the calendar was decided in the negative, and the bill taken up for consideration but before a direct vote was had upon it the morning hear expired, and the House went into secret session. There can be but little doubt that the bill will pass substantially as it came from the committee.
