Federal Congress.

Washington, August 5
--In the Senate today Mr. Saulsbury moved the recommendation of certain amendments to the Constitution. In view of an early adjournment of Congress, his motion was voted down by year 11 and nays 24.

The Confiscation bill, as amended by the House, was passed.
