--We find in the Northern papers all sorts of rumors and plans to change the Cabinet. The New York Times carefully garners up everything to damage. One correspondent opens upon Chase, the Secretary of the Treasury, in the matter of procuring the engraving and printing for the new issues of Treasury notes. Another writer pitches into Cameron's contracts for cannon, ambulances, and other heavy articles. There are signs of growing discontent even among the leading Black Republicans.
