Foreign consuls in the South.

--The Jackson Mississippian, in a strong article in reference to the foreign policy of the Confederate States, says:

Let us demand of all foreign nations that they accredit their consuls and other agents to the Confederate States of America, and not to the United States, or recall them at once. To let these agents remain among us in their official capacity, as we are now doing, is misplaced courtesy, altogether unbecoming an independent and self reliant people.
