Making powder.
--Since it has been ascertained that the South need be at no loss for powder, and that it can be made here, we would suggest as an admirable location for a manufactory, the island located in James river, about five miles above this city, now owned, we believe, by Mr. Jesse Williams. The willow to make the charcoal, and sand and other requisite materials, are there in abundance. The island being comparatively isolated, could easily be guarded were a magazine or manufactory established there.
