--News from Asuncion, Paraguay, is to September 20. Improvements of various kinds were progressing. Houses are going up in all directions, the streets are well lighted, several workshops have been added to the arsenal, the railroad is advancing to completion, and there is a new steamer on the stocks, built entirely by Paraguayans. There is every confidence that the United States claims will be settled with strict justice, but the relations with Great Britain are not so satisfactory, that Power refusing to abate one job from her original demands.
