Shifting Monsoon Pattern: Is Arid Pakistan Turning Wet?

Semi-arid Pakistan, with its farmlands predominantly irrigated by the world's largest contiguous canal system, has experienced an increasing amount of annual rains and floods for several years. Even the desert regions of the country, like the vast Thar desert straddling India-Pakistan border, have recently been turning green. Now a study has found that  "the mean rainfall over the semi-arid northwest parts of India and Pakistan has increased by 10%–50% during 1901–2015 and is expected to increase by 50%–200%" by the end of the current century. The authors of this study published by Advanced Earth and Space Science conclude as follows: "While an adaptation strategy to increased hydrological disasters is a must, harnessing the augmented rainfall would lead to a substantial boost in food productivity, bringing transformative changes in the socio-economic condition of people in the region".

Already, the satellite images shared by the US National Aeronautics and Space Administration (NASA) show that greenery in Pakistan has been growing at double digit rates over the last few decades. All of this rapid greening of the country is the result of intensive agriculture in Punjab and Sindh provinces.

Recent economic data from Pakistan lends credence to the findings of the latest study that the region will see  "substantial boost in food productivity, bringing transformative changes in the socio-economic condition of people". Pakistan's agriculture sector grew 6.3% in 2023-24, far outpacing the overall economy that grew just 2.38%, according to the Economic Survey of Pakistan 2023-24. Pakistan’s agricultural exports reached a record $8 billion in FY 2023-24. This is good news for about 40% of the country's population working in the agriculture sector. By contrast, India's agriculture growth slowed to 1.2% in recent quarters. Studies have shown that strong growth in agriculture helps reduce poverty in developing nations like India and Pakistan.

The study highlights shifting monsoon patterns bringing more rainfall in northwestern India and Pakistan which is explained as follows: "The warming of the western Indian Ocean and Arabian Sea strengthens winds that cross the equator, which increases evaporation and the amount of moisture carried from the ocean to the land. This leads to increased monsoon rainfall."  "On the other hand, the oceanic rain belt between the equator and 10°S shows weakening, with a decrease in mean rainfall from the eastern IO (Indian Ocean) extending up to the maritime continent", it adds. 

A major downside of the increased rainfall from shifting monsoon patterns is frequent flooding in both rural and urban Pakistan. The country experienced the worst floods in its history in 2022.  Over a thousand Pakistanis died. About 33 million people in two southern provinces became homeless. Sindh was inundated with 784% of normal rainfall. Balochistan saw 522% of average rainfall. Both provinces suffered their worst ever heatwave prior to this unprecedented deluge. Nearly a million livestock were lost, over two million acres of farmland went underwater and 90% of the crops in Sindh and Balochistan were damaged. It was a massive humanitarian crisis. 

Such extreme weather events like the floods of 2022 are likely to recur and cause widespread devastation unless measures are taken to build back better. Part of the new infrastructure needed to deal with it includes better rainwater harvesting and improved drainage systems. This is what the authors of the study refer to when they say that "harnessing the augmented rainfall would lead to a substantial boost in food productivity, bringing transformative changes in the socio-economic condition of people in the region".

USDA Forecasts Bumper Harvest of Major Crops in Pakistan For 2023/24

The United States Department of Agriculture (USDA) is forecasting bumper harvest of all major crops in Pakistan for 2023/24. Major crops in the country include wheat, rice, sugarcane, corn and cotton. These offer welcome relief for Pakistani farmers who suffered devastating losses in the epic floods of 2022.

Pakistan is projected to produce 28 million tons of wheat,  10.5 million tons of corn (maize), 9 million tons of rice, 6.5 million bales of cotton, 7.8 million tons of sugar and 540,000 tons of rapeseed (canola) in 2023/24. Each of these production figures is significantly higher than last year's, and higher than the last 5-year average (2018-22) for the country. Potato production jumped 50% to 7.74 million tons in 2022, according to PotatoBusiness.

Pakistan will still need to import wheat but a lower amount than last year, according to a Global Agricultural Information Network report from the Foreign Agricultural Service (FAS) of the US Department of Agriculture. The record harvest will help lower the country’s forecasted import needs from 3 million to 2 million tons in 2023-24 even as total consumption grows to 30.2 million tonnes from 29.2 million tons. Pakistan imported 2.6 million tons last marketing year.

Higher cotton production in Pakistan will result in 2.3 million tons of cottonseed oil in 2023/24, a 34% increase over the 2022/23 output. This increase reflects expectations for a recovery in yield following the flood-damaged 2022/23 output. This will help reduce cooking oil imports, the country's largest food import, this year. Last year, Pakistan imported $4.5 billion worth of edible oil

Pakistan expects to export 5 million tons of rice worth $3 billion this year. India's ban on non-basmati rice exports will likely help Pakistani exporters fetch higher prices on the world market.

Pakistan's agriculture output is the 10th largest in the world. The country produces large and growing quantities of cereals, meat, milk, fruits and vegetables. Currently, Pakistan produces over 40 million tons of cereals (mainly wheat, rice and corn), 17 million tons of fruits and vegetables, 70 million tons of sugarcane, 60 million tons of milk and 4.5 million tons of meat.  Total value of the nation's agricultural output exceeds $50 billion. Improving agriculture inputs and modernizing value chains can help the farm sector become much more productive to serve both domestic and export markets.

Climate "Loss and Damage": Pakistan Gets Flood Aid Pledges of $10 Billion

Pakistan has received pledges of $10 billion worth of loans and grants to rebuild after devastating floods last year, according to Bloomberg News. The amount pledged exceeds the $8 billion that Pakistan sought at the United Nations Donors Conference that concluded today in Geneva, Switzerland. The massive floods affected 33 million people living on vast swathes of land in rural Sindh and Balochistan. The flood waters killed an estimated 1700 people and  millions of animals. The floods also washed away millions of acres of standing crops, tens of thousands of homes and thousands of kilometers of roads. The total flood damage is estimated at $33 billion in economic losses, and cost of rebuilding is estimated at $16.5 billion. Prime Minister Shahbaz Sharif and U.N. Secretary-General António Guterres attended in-person, while world leaders such as French President Emmanuel Macron and Turkish President Recep Tayyip Erdoğan took part virtually.

UN Secretary General  António Guterres has passionately advocated for immediate help for the people in Pakistan affected by the severe floods resulting from climate change.  “We need to be honest about the brutal injustice of loss and damage suffered by developing countries because of climate change,” he told the gathering in Geneva. “If there is any doubt about loss and damage – go to Pakistan. There is loss. There is damage. The devastation of climate change is real.” Mr. Guterres added that people in South Asia are 15 times more likely to die from climate impacts than elsewhere, and his “heart broke” when he saw the devastation left behind from Pakistan’s floods. “No country deserves to endure what happened to Pakistan,” he said. “But it was especially bitter to watch that country’s generous spirit being repaid with a climate disaster of monumental scale.”  

After receiving the pledges, Prime Minister Sharif assured all donors and lenders that "every penny will be used in a transparent fashion. He said his government has prepared a comprehensive “4RF” framework, to strive for “recovery, rehabilitation, reconstruction and resilience”. 

Jeddah-based Islamic Development Bank pledged $4.2 billion accounting for the largest share of the total amount of $10 billion. The World Bank pledged $2 billion, Asian Development Bank $1.5 billion, France $345 million, China $100 million, US $100 million, European Union $93 million, Germany $88 million and Japan $77 million. 

At COP27, the United Nations climate summit, Pakistan led the fight for funding to compensate nations for “loss and damage”. Pakistan had the support of 134 developing nations. Earlier at COP26 in Scotland, discussions were mainly focused on funding "mitigation" and "adaptation", not compensation for "loss and damage".

The "loss and damage" agenda item was first proposed by Pakistan during talks at Bonn after the country suffered heavy losses in unprecedented floods that hit a third of the country.  “My country, Pakistan, has seen floods that have left 33 million lives in tatters and have caused loss and damage amounting to 10% of the GDP,” said Ambassador Munir Akram, the 2022 chair of the G77—a group of 134 developing countries, at the opening session of COP27 at Sharm al-Sheikh, Egypt.

Pakistan has contributed only 0.28% of the CO2 emissions but it is among the biggest victims of climate change. The US, Europe, India, China and Japan, the world's biggest polluters, must accept responsibility for the catastrophic floods in Pakistan and climate disasters elsewhere. A direct link of the disaster in Pakistan to climate change has been confirmed by a team of 26 scientists affiliated with World Weather Attribution, a research initiative that specializes in rapid studies of extreme events, according to the New York Times

Currently, the biggest annual CO2 emitters are China, the US, India and Russia. Pakistan's annual CO2 emissions add up to just 235 million tons. On the other hand, China contributes 11.7 billion tons, the United States 4.5 billion tons, India 2.4 billion tons, Russia 1.6 billion tons and Japan 1.06 billion tons.

The United States has contributed 399 billion tons (25%) of CO2 emissions, the highest cumulative carbon emissions since the start of the Industrial Revolution in the late 18th century. The 28 countries of the European Union (EU28), including the United Kingdom, come in second with 353 billion tons of CO2 (22%), followed by China with 200 billion tons (12.7%).

Pakistan's cumulative CO2 contribution in its entire history is just 4.4 billion tons (0.28%). Among Pakistan's neighbors, China's cumulative contribution is 200 billion tons (12.7%),  India's 48 billion tons (3%) and Iran's 17 billion tons (1%).

Pakistan has contributed little to climate change but it has become one of its biggest victims. In the 2015 Paris agreement on climate change, signatories agreed to recognize and “address” the loss and damage caused by those dangerous climate impacts, according to the Washington Post. In 2021, at the major U.N. climate conference in Glasgow, Scotland, negotiators from developing countries tried to establish a formal fund to help the countries like Pakistan most affected by climate disasters. It was blocked by rich countries led by the Biden administration. Pakistan finally succeeded in acceptance of "loss and damage" at COP27 conference in 2022. The UN-sponsored Pakistan Donors Conference in Geneva this year is an important milestone and a good start toward practically helping the victims of climate change in developing nations.

COP27, the United Nations climate summit,  opened in Egypt on Sunday with the addition of negotiations over funding to compensate nations for “loss and damage” as an official agenda item. Pakistan led the push for it with the support of 134 developing nations. Discussions at COP26 in Scotland were mainly focused on funding "mitigation" and "adaptation", not compensation for "loss and damage".

Let's hope that a formal  fund is established by the world's top polluters to compensate Pakistan and other developing nations.

World Food Day 2022: India Tops Hunger Charts in South Asia

India ranks 107th for hunger among 121 nations. The nation fares worse than all of its South Asian neighbors except for war-torn Afghanistan ranked 109, according to the Global Hunger Index 2022. Sri Lanka ranks 64, Nepal 81, Bangladesh 84 and Pakistan 99. India and Pakistan have levels of hunger that are considered serious. Both have slipped on the hunger charts from 2021 when India was ranked 101 and Pakistan 92.  Seventeen countries, including Bosnia, China, Kuwait, Turkey and UAE, are collectively ranked between 1 and 17 for having a score of less than five.

India’s child wasting rate (low weight for height), at 19.3%, is worse than the levels recorded in 2014 (15.1%) and even 2000 (17.15), and is the highest for any country in the world and drives up the region’s average owing to India’s large population, according to The Hindu newspaper. The child hunger situation has gotten worse since Mr. Narendra Modi was elected Prime Minister of India in 2014.  Earlier this year, Prime Minister Modi offered to "feed the world" in the aftermath of the Ukraine war.  Within weeks of this pledge he ended making an about-face.  On World Food Day 2022, the United Nations World Food Program has warned of another year of global record hunger looms amid food and climate crisis.

Pakistan has a score of 26.1 and ranks 99th out of the 121 countries on Global Hunger Index rankings. India's GHI score is 29.1 and it ranks 107th. Hunger could worsen in Pakistan in the aftermath of the worst-ever flooding that has destroyed wheat and rice crops in southern Sindh province. Flood waters have not yet drained from the fields and standing water is preventing planting of the Rabi (winter) crop now. Here's an excerpt of USDA Food and Grain report on the wheat situation in Sindh:

"Farmers normally begin planting the wheat crop in mid-October and November in Sindh and Punjab, respectively. Sindh province usually accounts for almost twenty percent of national wheat production. However, large areas of Sindh typically planted to wheat are still submerged, and it may be several months before the flood waters recede. With Sindh’s flat terrain, poor drainage, and current high-water table, flood waters are receding slowly. As a result, seeding the 2023/24 wheat crop in Sindh is likely to be delayed and some areas may possibly remain unseeded. Even where the waters recede, farmers are likely to face difficulties in wheat planting as the floods washed away on-farm wheat seed stock in many areas. Additionally, farmers’ purchasing power in the affected areas is severely compromised making it difficult for them to buy fertilizers and other inputs".  

The number of hungry people around the world has shot up from 282 million to around 345 million since the beginning of 2022, and by mid-year, according to the United Nations World Food Program. “We are facing an unprecedented global food crisis and all signs suggest we have not yet seen the worst”, said WFP Executive Director David Beasley. “For the last three years hunger numbers have repeatedly hit new peaks. Let me be clear: things can and will get worse unless there is a large scale and coordinated effort to address the root causes of this crisis. We cannot have another year of record hunger”.

Angelina Jolie Using Her Star Power to Help Pakistan Flood Victims

Beautiful Hollywood star Angelina Jolie is known for her international humanitarian work as the United Nations Goodwill Ambassador. A winner of multiple awards including one Oscar and three Golden Globes, she is among the highest paid actors in the world. Jolie is currently visiting Pakistan to bring global attention to the immense suffering caused by devastating floods in the country, particularly in its southern Sindh province.

Pakistan is dealing with the aftermath of the worst floods in the country's history. Over 1500 Pakistanis are dead. About 33 million people in two southern provinces are homeless. The United Nations Secretary General Antonio Guterres has described the unprecedented flooding in Pakistan as “a monsoon on steroids" that has created a massive humanitarian crisis. The country can not deal with it alone. He said Pakistan "is drowning not only in floodwater, but in debt.” Mr. Guterres has called for debt relief for developing nations such as Pakistan. “The Debt Service Suspen­sion Initiative should be ex­tended – and enhanced. We also need an effective mechanism of debt relief for developing coun­tries – including middle income countries – in debt distress. Creditors should consider debt reduction mechanisms such as debt-climate adaptation swaps.

It will take hundreds of millions of dollars to provide immediate relief to 33 million people, followed by tens of billions of dollars in assistance to rebuild the lives and livelihoods and the infrastructure destroyed by this catastrophe. Pakistan's gross capital formation is only 15% of its GDP. Among the world’s top 20 economies by population, only Egypt has a lower rate of gross capital formation than Pakistan, according to Bloomberg. It is time for the rich industrialized world to help developing nations such as Pakistan to deal with the massive impact of climate change.

Pakistan's population is about 2.6% of the world population. The nation has contributed just 0.28% of the cumulative global carbon emissions since 1750. It lacks the resources needed to deal with the consequences of this man-made disaster. The Industrial Revolution in Europe and the United States was fueled mainly by fossil fuels such as coal and oil believed to be responsible for climate change.

After viewing the flood disaster in Pakistan Jolie said: "I have never seen anything like this. I have been to Pakistan many times. I came because of the generosity that Pakistani people have shown to the people of Afghanistan. Oftentimes those who have less give more than so many other countries. The climate change is not only real but it's here.  This is a wakeup call to the world about where we are. The countries that have not done as much damage to climate are the ones that are bearing the brunt. The needs in Pakistan are now so great. I appeal to the world to help. Many of the victims here will not make it without a lot of help."

Climate Change: Pakistan Requires Massive Assistance to Recover From Catastrophic Floods

Pakistan is dealing with the aftermath of the worst floods in the country's history.  Over a thousand Pakistanis are dead. About 33 million people in two southern provinces are homeless. Sindh is inundated with 784% of normal rainfall so far this year. Balochistan has seen 522% of average rainfall. Both provinces suffered their worst ever heatwave prior to this unprecedented deluge. Nearly a million livestock have been lost, over two million acres of farmland is underwater and 90% of the crops in Sindh and Balochistan have been damaged. This is a massive humanitarian crisis. Pakistan can not deal with it alone.

Pakistan's population is about 2.6% of the world population. The nation contributes less than 1% of the global carbon emissions. It lacks the resources needed to deal with the consequences of this man-made disaster. The Industrial Revolution in Europe and the United States was fueled mainly by fossil fuels such as coal and oil believed to be responsible for climate change.  The following map from Professor Jason Hickel shows that the countries in the global north are the biggest polluters while those in the global south are the most vulnerable to the effects of climate change.

It will take hundreds of millions of dollars to provide immediate relief to 33 million people, followed by tens of billions of dollars in assistance to rebuild the lives and livelihoods and the infrastructure destroyed by this catastrophe. Pakistan's gross capital formation is only 15% of its GDP. Among the world’s top 20 economies by population, only Egypt has a lower rate of gross capital formation than Pakistan, according to Bloomberg. It is time for the rich industrialized world to help developing nations such as Pakistan to deal with the massive impact of climate change.

All Pakistanis and non-Pakistanis need to pitch in with donations to help finance immediate disaster relief activities. Beyond that, Pakistan will have to be helped by international experts to build disaster preparedness capacity. The new housing and infrastructure will have to be funded and built to ensure its resilience in future climate disasters which are likely to occur more often with greater intensity. There is an urgent  need to prepare western and multilateral financial institutions to deal with such climate catastrophes in developing nations. Mechanisms also need to be put in place to provide and manage funding of these projects in a transparent manner.

Recurring Floods and Droughts in Pakistan

Pakistan has increasingly been suffering from cycles of severe droughts followed by massive floods in the last few years. This recurring pattern of shortage and excess of water gives us a preview of the growing challenge of climate change. This situation calls for a comprehensive water management effort to deal with a potentially existential threat to Pakistan.

Flood-Drought Cycles:

Before the summer floods of 2010, the Indus had turned into a muddy puddle in parts of Sindh. Britain's Financial Times reported at the the time that "angry farmers marched through villages in Sindh demanding access to water. Those who can no longer turn a profit in the fields are increasingly resorting to banditry or migrating to urban shanties".

Earlier, there was a 2009 report by the Woodrow Wilson International Center saying that the melting Himalayan glaciers have exacerbated Pakistan’s shortages. And the World Bank warned that Pakistan could face a “terrifying” 30-40 per cent drop in river flows in 100 year’s time. Now large parts of Sindh are under water for the second year in a row, destroying lives and standing crops.

Growing Water Scarcity:



According to the United Nations' World Water Development Report, the total actual renewable water resources in Pakistan decreased from 2,961 cubic meters per capita in 2000 to 1,420 cubic meters in 2005. A more recent study indicates an available supply of water of little more than 1,000 cubic meters per person, which puts Pakistan in the category of a high stress country. Using data from the Pakistan's federal government's Planning and Development Division, the overall water availability has decreased from 1,299 cubic meters per capita in 1996-97 to 1,101 cubic meters in 2004-05. In view of growing population, urbanization and increased industrialization, the situation is likely to get worse. If the current trends continue, it could go as lows as 550-cubic meters by 2025. Nevertheless, excessive mining of groundwater goes on. Despite a lowering water table, the annual growth rate of electric tubewells has been 6.7% and for diesel tubewells about 7.4%. In addition, increasing pollution and saltwater intrusion threaten the country's water resources. About 36% of the groundwater is classified as highly saline.

So what can Pakistan do to manage these disastrous cycles of floods and droughts?

1. Build Dams and Dykes:



As the flood disaster takes its toll yet again, there are reports of USAID and ADB considering funding the $12 billion Diamer Bhasha Dam in Pakistan. The project is located on Indus River, about 200 miles upstream of the existing Tarbela Dam, 100 miles downstream from the Northern Area capital Gilgit in Gilgit-Baltistan region. The dam's reservoir would hold so much water that it could have averted last year's devastating floods. It would also provide enough electricity to end Pakistan's crippling shortages, according to a report in the Guardian newspaper. The massive dam on the Indus river would provide 4,500MW of renewable energy, making up for a shortfall causing up to 12 hours of load shedding on daily basis across Pakistan. The reservoir would be 50 miles long, holding 8.5 MAF (million acre feet) of water.

In addition to large dams, there is also a need to build and maintain dykes and start other flood-control projects in flood-prone areas like Badin and Thatta in Sindh.

2. Conserve Water:

Building Bhasha and several other proposed dams will help in dealing with water scarcity, but the growing population will continue put pressure on the vital resource.



Serious conservation steps need to be taken to improve the efficiency of water use in Pakistani agriculture which claims almost all of the available fresh water resources. A California study recently found that water use efficiency ranged from 60%-85% for surface irrigation to 70%-90% for sprinkler irrigation and 88%-90% for drip irrigation. Potential savings would be even higher if the technology switch were combined with more precise irrigation scheduling and a partial shift from lower-value, water-intensive crops to higher-value, more water-efficient crops. Rather than flood irrigation method currently used in Pakistani agriculture, there is a need to explore the use of drip or spray irrigation to make better use of nation's scarce water resources before it is too late. As a first step toward improving efficiency, Pakistan government launched in 2006 a US $1.3 billion drip irrigation program that could help reduce water waste over the next five years. Early results are encouraging. "We installed a model drip irrigation system here that was used to irrigate cotton and the experiment was highly successful. The cotton yield with drip irrigation ranged 1,520 kg to 1,680 kg per acre compared to 960 kg from the traditional flood irrigation method," according to Wajid Ishaq, a junior scientist at the Nuclear Institute for Agriculture and Biology(NIAB).





Beyond the government-funded experiments, there is a drip irrigation company called Micro Drip which is funded by the Acumen Fund. Micro Drip develops and provides products and services as poverty alleviation solutions to small farmers in Pakistan’s arid regions. It provides a complete drip irrigation system along with agricultural training and after-sales support to enable farmers to extract a higher yield from their land at a much lower cost of input.

So what is holding up Pakistan's progress on water management?

1. Lack of Funds:

Pakistani government revenues continue to be limited by slow economic growth and widespread culture of tax evasion. The biggest culprits are the ruling feudal politicians who oppose any attempt to levy taxes on their farm income. The limited resources the state does have are usually squandered on political patronage doled out to ruling politicians' supporters in the form of capricious grants, huge loans (defaulted with impunity), and plum jobs in bloated government and the money-losing state-owned enterprises. The result of this blatant abuse, waste and fraud is that the budget allocations for vital long-term investments in education, health care and infrastructure development projects are regularly slashed thereby shortchanging the future of the nation.

2. Corruption and Security Concerns:

The NY Times recently reported that "Washington’s fears of Pakistani corruption and incompetence has slowed disbursal of the money". The story reinforces the widely-held view that even after the funding is arranged, the corrupt and incompetent politicians and their hand-picked civilian administrators make any development progress slow and difficult. Such problems are further exacerbated by significant security issues in parts of the country severely plagued by ongoing militancy.

Existential Threat:

The Taliban who get all the coverage do not pose an existential threat to Pakistan. Generations of military families have periodically fought FATA insurgencies. For example, Shuja Nawaz, the author of Crossed Swords says that his grandfather, his uncle and his cousin have all been deployed in Waziristan by the British and later Pakistani governments in the last century and a half. American withdrawal from the region will eventually calm the situation in Waziristan, and the rest of the country.

What Pakistan needs are major 1960s style investments for a second Green Revolution to avoid the specter of mass starvation and political upheaval it will bring.
