Conscription in Mississippi.

--Governor Clark, of Mississippi, has, by proclamation, taken the with regard to the exemption of the civil officers of that State from military duty, as that announced by Gov. Smith, of Virginia, making very few exemption. The only difference between the two is simply this: Gov. Clark's list is rather larger that of Gov. Smith's.
