Serious matter.
--The State's prison and city jail are so completely jammed with all sorts of criminals that neither the Mayor nor the Courts know what to do with them. Yesterday morning the police had five or six women under arrest for petty offences, but because there was no house of correction — no place in which to confine such creatures for punishment — the Mayor had to send them to jail. Can no plan be devised by which such characters may be properly cared for, without crowding them into cells with all sorts of criminals? Surely, the City Council can adopt some plan more humane than putting them in jail, and more advantageous to the community than turning them loose.
