Vice President Stephens's Advice to the Planters.

--A correspondent of the Columbus (Ga.) Times, writing from Sparia Ga., under date of October 17th, informs that journal that Vice President Stephen, made a speech there one day during the week, in which he said that ‘"the people must plant cotton next year — that we cannot please Palmerston better than by not raising cotton,"’ &c.
