Petty thefts.
--The practice of petty thieving has been resumed in all its pristine vigor in this city. This practice is usual on the approach of winter, and our citizens should guard against the efforts of the chevaliers de industrie, who usually redouble their exertions about this time. Such thefts as lifting articles of wearing apparel from rooms in private boarding-houses and residences may be probably ascribed to the colored population; but that class of robberies which involves taking a man by the throat on the highway and robbing him of his money, must be put to the credit of some of the desperate riff-raff now concentrated here from all quarters of the country. Robberies, ascot and small, have been reported to us sufficient to show the fact that the morale of the city are not in the most healthy condition.
