The New Constitution.
The new Constitution of Virginia, which has probably been rejected, was a step in the right direction. The evils which have come upon the old Union, the perils and sufferings by which we are surrounded, are clearly traceable to the radical changes in the old State Constitutions which made every office elective and gave the right of voting to everybody, without regard to their capacity for exercising the right, and their interests in society. The old Virginia Constitution was the best Constitution a State ever had, and the day of its downfall dates the beginning of our descent to an abyes from which nothing but this great Revolution can save us. The question of constitutional reform, however, is one which cannot be carried by discussion and agitation, so long as there are demagogues who can only live by corrupting society. Circumstances will compel it, however. The great objects of all society cannot succeed under a reign of universal license, and men will insist hereafter that the preservation of property and life shall have some safeguards in their institutions, as well as what is called liberty.
