Hackmen Punished.

--The high-handed way in which the colored hackmen of Richmond have nearly all the time, despite law and ordinance, conducted their business, has been proverbial for a long time, though during the existence of martial law here it is very likely to be broken up by the energetic demonstrations of those appointed to carry its provisions into effect. Several complaints having recently been made to one of the assistant marshals of extortions practiced by hackmen, that official caused the offending parties to be brought before him, and on proof of their proceedings caused them to be vigorously, and it is to be hoped effectively, paddled with a leather strap. It was a kind of punishment the parties could appreciate, and complaints since the news spread abroad have not been very numerous.
