The people agitated --the militia fair off.

Editors of the Dispatch; The people of Winchester were much agitated by a report, on Wednesday, that General Evans had fallen back from Leesburg, and that the Federal troops had taken possession of the town, but it was afterwards known that he had been reinforced, and is now in possession of Leesburg. Capt. F C. Hutter reached this place on Tuesday night, with orders to pay off the militia of this place. They had become very much dissatisfied, and a large number had gone home, on account of the long delay in paying them. but they are now returning, having been assured that they would all be paid. Notwithstanding the complicated condition of the pay rolls, caused by inexperienced officers. Capt. Hatter, by his enticing energy and his large experience in the pay-department, soon paid off thirteen companies, and a great many officers in Winchester, and believes this morning for Harristown, to pay off a regiment at the place. The Government may well congratulate itself in one so proficient in the pay-department as Capt. Hutter. No man can reader more service in this department than Capt. Hutter, having been in the pay department ten years previous to his appointment in the Confederate service. Stirring news reached Winchester, on yesterday, that the Federal troops were marching on Martinsburg but there port has not been confirmed. S.
