Juvenile Warfare.
--The internecine strife between the several tribes of ‘"Cats"’ has been raging in the neighborhood of Richmond throughout the summer, and not only the ragtag-and-bob-tail boys, but lads who wear good clothes and stand-up collars have become parties to the rocky frays. The Mayor yesterday gave the police explicit instructions to put a stop to the disgraceful business; to pounce upon and capture every ‘"cat"’ detected with a rock in its paw, without regard to parentage, and to spare no efforts in bringing all the guilty ones to the bar of justice. A fine of five dollars was yesterday imposed upon a citizen for the delinquency of his son in this respect.
