France and the South.

--The New York Courrier des Etats Unis of Thursday, has an article on ‘"The South and France,"’ from which the following is translated:

‘ If our information is correct, overtures have really been made to the government of France, to learn if, under certain circumstances, she would consent to take under her protection the commercial neutrality of some point on the Southern coast of the United States. The answer has been that questions of this kind cannot be solved except in view of accomplished facts, owing to the entirely different aspect that they may wear according to circumstances.
