A Union man flogged a secessionist in Wyoming, Pa., recently, for expressing treasonable and riotous sentiments.
The latter brought the case before a Justice of the Peace, who decided that the flogging was a constitutional act under the circumstances.--Fitzgerald's City Item, May 18.
