India-Iran-Afghanistan Axis Against Pakistan?

A JIT (Joint Investigation Team) report recently released by Sindh government in Pakistan has revealed that the infamous Karachi gangster Uzair Baloch worked for Iranian intelligence. Apparently, Uzair Baloch was also in contact with Indian intelligence agents working in Iran, according to Indian media reports. Baloch's interrogation led to the discovery and arrest of Indian undercover agent Kulbhushan Jadhav in Balochistan shortly after Baloch's arrest. Kulbhushan Jadhav has confessed to orchestrating deadly terror attacks in Balochistan and Karachi.
He has said that India's RAW funneled money through Indian consulates in Jalalabad, Kandhar (Afghanistan) and  Zahidan (Iran) to BLA and TTP for terror attacks in Balochistan and Karachi. Targets of terror attacks included people, mosques, roads, port and Balochistan's Hazara Shia community.

L to R: Indian Prime Minister Modi, Iranian President Rouhani and Afghan President Ghani

Chabahar vs Gwadar:

Chabahar is a port being constructed by Indians in Iran. The stated goal of this project is to bypass Pakistan for India's trade with Afghanistan and Central Asia via Iran. Indian media have promoted Chabahar as a competitor to Gwadar Port which is a part of the China-Pakistan Economic Corridor (CPEC).  Indian government is openly hostile to CPEC and declared support for Baloch insurgents.  The leaders of Afghanistan, India and Iran have held regular summit meetings to promote Chabahar port project.

4,000 Indians in Chabahar:

There are 4,000 Indians working in Chabahar, Iran, according to Indian journalist Karan Thapar. Some of them, like Kulbhushan Jadhav, work undercover for Indian intelligence agency RAW.  It is hard to believe that the Iranian intelligence is not aware of the presence of undercover Indian agents among the 4,000 Indians working in Chabahar. After all, Jadhav had two passports, one in his own name and another in the name of Hussein Mubarak Patel. The Indian Express and Asian Age, both Indian publications, suggest that Jadhav had links with Uzair Baloch who has been convicted by for working for the Iranian intelligence in Pakistan.

Pakistan's Complaint to Iran:

Paskistan has complained to Iran about allowing Baloch insurgents to use Iranian territory to launch terrorist attacks in Pakistan after an attack  killed 14 people along Pakistan’s coast in 2019, according to Reuters.

“The training camps and logistical camps of this new alliance...are inside the Iranian border region,” Pakistan Foreign Minister Shah Mahmood Qureshi told reporters in Islamabad. Qureshi said he has spoken to his Iranian counterpart, Mohammad Javad Zarif, and conveyed to him the “anger of Pakistani nation”.

Karachi Stock Market Attack:

Four terrorists belonging to Baloch Liberation Army attacked the Pakistani stock exchange in Karachi on June 29, 2020, killing two guards and a policeman and wounding seven others before being shot dead. Pakistan believes that the attackers came from southeastern Afghanistan where they enjoy safe havens with the support of intelligence agencies like Afghan NDS and Indian RAW.

Qasem Soleimani:

Iranian Revolutionary Guard Corp (IRGC) commander General Qasem Soleimani who was assassinated by the United States in drone strike was particularly hostile toward Pakistan. In February, 2019, Soleimani threatened Pakistan. He boasted about Iran's "independent power and honor". Soleimani, known to be close to Supreme Leader Ayatollah Khanenai, reportedly had serious policy disagreement with the Rouhani government.  He said:

"I warn you not to test Iran and anyone who has tested Iran has received firm response. We are speaking to Pakistan with a friendly tone and we are telling that country not to allow their borders to become a source of insecurity for the neighboring countries..... Iran enjoys independent power and honor. Some countries have wealth, but no prowess. Trump tells the Al-Saud that if it hadn't been for the US support, Saudi Arabia would not have survived and Saudi Arabia's coalitions in the region have all ended in failure."

Soleimani's tone in this message to Pakistan is anything but "friendly".

Summary:

Recent release of Sindh government report reveals that Karachi gangster Uzair Baloch spied for Iran in Pakistan.  There are 4,000 Indians working in Chabahar, Iran, according to Indian journalist Karan Thapar. Some of them, like Kulbhushan Jadhav, work undercover for Indian intelligence agency RAW.  Chabahar is a port being constructed by Indians in Iran. India's Role in Quetta Bombing: A Conspiracy Theory?

"How do you tackle Pakistan?.....We start working on Pakistan's vulnerabilities-- economic, internal security, political, isolating them internationally, it can be anything..... it can be defeating Pakistan's policies in Afghanistan...... You stop the terrorists by denying them weapons, funds and manpower. Deny them funds by countering with one-and-a-half times more funding. If they have 1200 crores give them 1800 crores and they are on our side...who are the Taliban fighting for? It's because they haven't got jobs or someone has misled them. The Taliban are mercenaries. So go for more of the covert thing (against Pakistan)..." Ajit Doval, India's National Security Advisor

Quetta, the capital of Pakistan's Balochistan province, has been hit by a major terrorist attack yet again with tragic consequences. At least 70 people, many of them lawyers, have been killed and scores more injured in a massive bomb bast at a hospital. The carnage has been met with shock and multiple claims of responsibility by various terrorist groups.

Balochistan government has accused India as the sponsor of this carnage. This charge has been dismissed by many, including Pakistan's liberal pundits, as just another "conspiracy theory".  Let's examine this in the light of the quote from India's National Security Advisor that I shared at the top of this piece.

What is Conspiracy Theory?

What is the origin of the term "conspiracy theory"? Who coined it and for what purpose? In April 1967, the CIA wrote a dispatch that coined the term “conspiracy theory” to attack anyone who challenged the "Official" narrative put out by the US government. The dispatch was marked “psych” – short for “psychological operations” or disinformation – and “CS” for the CIA’s “Clandestine Services” unit.

It's a testament to the power of the CIA disinformation ops that the term has gained such wide currency around the world.  It has become particularly popular among Pakistan's lazy liberal elite who use it as a substitute for serious research to get at the truth.

Is India's Role in Balochistan Conspiracy Theory?

To answer this question, let us begin with a quote from former US Defense Secretary Chuck Hagel who said: "India has always used Afghanistan as a second front against Pakistan. India has over the years been financing problems in Pakistan".

On what basis did Chuck Hagel make the statement about India's use of Afghan territory to attack Pakistan? Was he, too, just another victim of conspiracy theories? Off course not. Secretary Hagel had the benefit of intelligence briefings by the CIA given to him in multiple capacities: first as US Senate Intelligence committee member and then as US Defense Secretary.

Since Mr. Hagel made his statement, there has been further evidence of India's involvement in Balochistan with the recent arrest of Kulbhushan Yadv, a serving Indian Navy officer working under cover in Balochistan. Yadav has confessed to working with terrorists launching attacks in Pakistan.

US analyst Laura Rozen explained India-Taliban nexus as follows: "While the U.S. media has frequently reported on Pakistani ties to jihadi elements launching attacks in Afghanistan, it has less often mentioned that India supports insurgent forces attacking Pakistan, the former (US) intelligence official said. "The Indians are up to their necks in supporting the Taliban against the Pakistani government in Afghanistan and Pakistan," the former (US) intelligence official who served in both countries said. "The same anti-Pakistani forces in Afghanistan also shooting at American soldiers are getting support from India. India should close its diplomatic establishments in Afghanistan and get the Christ out of there."

Is India Using Iranian territory against Pakistan?

The arrest of Iran-based Indian agent Kulbhushan Yadav has also confirmed that India is using Chahbahar port project in Iran as cover for subversive actions in Pakistan.

The fact that India has used Iran to hurt Pakistan is not new. In 2009, American analyst and author Christine Fair said this: "Having visited the Indian mission in Zahedan, Iran, I can assure you they are not issuing visas as the main activity!"

History of Indian Covert Wars Against Pakistan:

What India is doing today to sponsor terror in Pakistan is not new. R.K. Yadav, a former intelligence officer in India's intelligence agency, has written an entire book titled "Mission R&AW" to document RAW's covert war against Pakistan. Yadav has detailed India's ties several Pakistani leaders including Khan Abul Wali Khan and Shaikh Mujib ur Rehman. He has confirmed the veracity of "Agartala Conspiracy" that was dismissed as a "conspiracy theory" back in 1960s. Yadav has documented how Indian Army and intelligence officers organized, equipped and trained Mukti Bahini before India invaded East Pakistan in 1971.

Summary:

Indian involvement in sponsoring terrorism in Pakistan is not a "conspiracy theory". There is large and growing evidence of it.  Ex US Defense Secretary Chuck Hagel has talked about it. Several US analysts have detailed it. Kulbhushan Yadav, a serving Indian Navy Officer, arrested in Balochistan has confessed to it. Revelation of London Police documents linking MQM leader to Indian funding shows it. Statements made by Ajit Doval back in 2014 and his later appointment as Prime Minister Narendra Modi's lend credence to it. So does India's past behavior against Pakistan as acknowledged in "Mission R&AW", a book by ex RAW officer R.K. Yadav.

Next Steps:

Pakistan can not win its war against terrorism by just fighting the various terrorist groups including the Taliban militants and Baloch insurgents and their allies engaged in frequent large-scale carnage on Pakistani soil. These groups are merely tools of India's covert war machine. Pakistan must beef up its counter-intelligence efforts to defeat India's intelligence operations by infiltrating them. Pakistan must do everything possible to defeat India's covert war.

Nawaz Sharif's Heart Surgery; India Racism; India-Iran Chabahar Deal; Pak IIC on Women

How serious is Prime Ministry Nawaz Sharif's heart condition? What kind of surgery is he undergoing? Is it to fix a hole in his heart caused by prior atrial fibrillation ablation complications he developed during surgery in 2011? What are the risks? How soon can he recover?

Why did the United States kill Taliban Chief Mullah Akhtar Mansoor in a drone strike in Pakistan's Balochistan province? Is the US trying to promote dissensions among the Talibs? What was Mansoor doing in Iran just prior to his killing after crossing the Iran-Pakistan border into Balochistan? Did Pakistan's intelligence service ISI help orchestrate Mullah Mansoor's assassination by the United States Joint Special Operations Command (JSOC)? Will weakened Afghan Taliban make room for the rise of ISIS in South Asia?  What are the driving motivations of United States, Iran and Pakistan in their dealings with the Taliban? These are some of the questions that come to mind when attempting to analyze the current situation in Afghanistan.

Why was a Congolese young black man murdered in Delhi? Why are Africans being targeted in India? Why are African diplomats in Delhi so angry about it? What do Indians think of Black Africans? Is it blatant racism as reported in World's Values Survey that termed India most racist nation in the world? How will it impact India's plans for close ties in African continent? What kind of damage control must Modi and Swaraj do?

What is India-Iran deal to build Iran's Chabahar port close to Gwadar in Pakistan? Is it aimed by India to bypass Pakistan to reach Afghanistan and Central Asia? Will India-Iran compete with China-Pakistan Economic Corridor (CPEC)? Will India use it as base to launch covert ops in Baluchistan to sabotage CPEC? How will it impact Iran-Pakistan ties?

What are the recommendations of Pakistan Islamic Ideology Council (IIC) on "women's protection"? Is it meant to legalize wife-beating? Is it to enforce absolute gender segregation in all walks of national life? Is Pakistan society changing in profound ways to resist it? Will such proposals be taken seriously by Pakistan's national and provincial legislators? Or will these proposals make IIC totally irrelevant?

Comparing Iran's Chabahar and Pakistan's Gwadar Ports

Chabahar port in Iran is only about 100 miles from Gwadar port in Pakistan. Both are natural deep sea ports in the Arabian sea.

Gwadar Extends into Deep Sea with East & West Bays

Recent Aerial View of Gwadar Hammerhead Growth

Eastern Half of Gwadar Port

Gwadar port's planned capacity when it is completed will be 300 to 400 million tons of cargo annually.  It is comparable to the capacity of all of India's ports combined annual capacity of 500 million tons of cargo today.   It is far larger than the 10-12 million tons cargo handling capacity planned for Chabahar.

Completed Gwadar Berths & Cranes

To put Gwadar's scale in perspective, let's compare it with the largest US port of Long Beach which handles 80 million tons of cargo, about a quarter of what Gwadar will handle upon completion of the project. Gawadar port will be capable of handling the world's largest container ships and massive oil tankers.

Gawadar port is being built in Pakistan by the Chinese as part of the ambitious $46 billion China-Pakistan Economic Corridor (CPEC) that will eventually serve as Hong Kong West for  growing Chinese trade with the Middle East and Europe.  CPEC will also enable Pakistan to bypass Afghanistan to trade with Central Asia through China across China's borders with Tajikistan, Kyrgyzstan and Kazakhstan.

Gwadar Port Authority Building

Chabahar is ostensibly an Indian effort to build a port in Iran to bypass Pakistan for India's trade with landlocked Afghanistan and other Central Asian states.  Prime Minister Modi has committed $500 million investment in Chabahar, a tiny fraction of the Chinese commitment for Gwadar. A trilateral agreement was recently signed in Tehran by Indian Prime Minister Modi, Iranian President Rouhani and Afghan President Ghani.

Trade with Afghanistan through Afghan-Iran border in the West will probably remain a pipe dream given that 1) most of Afghan population lives in east and south close to the border with Pakistan and 2) Afghanistan has very poor infrastructure making it very difficult to move cargo across land from west to east and south of the country.

Big Chinese Ship Docked at Gwadar

Pakistan suspects that India's real objective in Iran is to locate its intelligence agents under the cover of Chabahar port construction workers to sabotage China-Pakistan Economic Corridor (CPEC) and support Baloch insurgency to destabilize Pakistan. These suspicions were strengthened when Indian spy Kulbhushan Yadav, operating under the fake name Husain Mubarak Patel, was arrested in Balochistan in March this year. Yadav confessed he was operating as an undercover RAW agent from his base in Chabahar, Iran.

If Iran does nothing to stop Indian covert activities from its soil against Pakistan, Iran-Pakistan relations could suffer irreparable harm. Efforts to sabotage CPEC will not please China either, and the Chinese are far more important to Iran as trading partners than India. This should give pause to hardline anti-Pakistan sectarian elements in Tehran.
