Collectibles are listed in each stage in the order you get them (not grouped by type). While it would make sense to group collectibles by type, only fools enjoy wasting time watching a loading screen.

At the start of the mission, there is a highway to the left of your insertion point. Follow the vehicular road to the dead-end (putting the pier to your immediate right). You should find this item near a car wreck and a corpse at the end of the road.

Inside the dockside warehouse before you use the elevator to go up to Gould's lab, check the office with the xerox machine on the first floor. The PDA is on a table by the copy machine and likely guarded by an enemy soldier.

Destroy the CELL gunship and get to the floor that the wreck settled on. Head towards the windows that look out on the pier. The item you want is on a crate in a corner by these windows.

Meet Gould and follow him from the chair into his study. In the study, locate the two bookcases by the brown sofa chair. The item you want is on the bookcase by the brown comfy chair. Note that if you leave this room after the assassination squad appears, you cannot come back in.
