Easy to get to via public transportation - take the 96 or 112 tram to St Kilda, walk down the pier. Free. Rangers with knowledge of little penguin population are there to help. Same species as the Phillip Island penguins, different population. Many come in just right around sunset. No flash photography, as it upsets the penguins. If you have a red flashlight, it will help you to find them between the rocks.
