Steps to reproduce:

I have set a primary password for saving a handful of HTML form and HTTP basic auth credentials in Firefox. When browsing the web, I sometimes get a prompt for entering the primary password, even though I am visiting a website that has no password stored, and doesn't even have a password field. For example, I just visited https://tracker.debian.org/pkg/ghostscript - I have no passwords stored for debian.org, and as far as I can see that page has no login form.
Sometimes this even happens randomly without me interacting with a website (as far as I can tell) - just some idle open tabs are enough to trigger it.

This happens very rarely - once every few weeks I'd say, which makes it all the harder to debug.

I realize that this report on its own might not be very helpful in reproducing the issue, so I'm wondering if it would be possible to add some logging code (maybe to the web console) so that I can review which action caused the password dialog to pop up. Maybe the primary password dialog itself could also be made more user-friendly, telling the user why it pops up (e.g. mentioning that the user has credentials stored for this website and Firefox would like to auto-fill them).

The Bugbug bot thinks this bug should belong to the 'Toolkit::Password Manager' component, and is moving the bug to that component. Please correct in case you think the bot is wrong.
