In order to help users find what they're looking for, let's make the Settings menu easier to navigate.
The new Settings menu screen lists the following:
* Sync
Sync your tabs, bookmarks, passwords, history
(will file sync-state display later)
* Privacy
Control passwords, cookies, tracking, data
* Tabs
Always restore/Don't restore after quitting Firefox
* Mozilla
About Firefox, FAQs, data choices
* Download updates automatically [Previously in Customize]
Always/Only over Wi-Fi/Never
* Import from Android [previously in Customize]
Import bookmarks and history from the native browser
* Developer Tools
Remote debugging, paint flashing

I'm not sure how I feel about the cells that display the choice made rather than the description (the user might not be aware that they tap to change/see other choices). For now let's keep as is.

Doesn't this only really matter for non Play Store release builds? I question if it needs to be top-level.

Yes. It'll be automatically hidden at runtime for non-Updater builds.

Considering only the interests of users who'll see it -- i.e., non-Play -- I'd contend that it's something that those users will care about, and either want to find or would benefit from stumbling across.
To flip the question around: is it so unimportant that we should hide it away? This is something that controls whether you get updates, and how much you pay for your phone bill this month.
