- Department of the Army Inspector General Inspection of the Army National Cemeteries Program and Arlington National Cemetery Department of the Army Inspector General Released 16 September 2011 [PDF] -- "From 2 May to 5 August 2011, the Department of the Army Inspector General (DAIG) conducted a re-inspection of the Army National Cemeteries Program (ANCP) and Arlington National Cemetery (ANC). The re-inspection and this report served to assess and document compliance with, and the implementation and effect of, the approved recommendations of the DAIG's inspection report conducted on 9 June 2010. With a view to enabling the Secretary of the Army's report to Congress, as mandated by Public Law 111-339, dated 22 December 2010, the report also reflects findings and recommendations regarding the implementation of Army Directive (AD) 2010-04, dated 10 June 2010, and the review of ANC practices to provide information, outreach and support to families of individuals buried at ANC regarding procedures to detect and correct burial errors. Sri Lanka also took a proactive and extensive role in delivering humanitarian assistance to these civilians before, during and after the fighting. Despite the clear intent of the Government of Sri Lanka and the numerous precautions taken, it was impossible in a battle of this magnitude, against a ruthless opponent actively endangering civilians, for civilian casualties to be avoided."

- The JRTN Movement and Iraq's Next Insurgency by Michael Knights Combating Terrorism Center at West Point 01 Jul 2011 -- The stabilization of Iraq has become wedged on a plateau, beyond which further improvement will be a slow process. This article argues that one driver for the ongoing resilience, or even revival, of Sunni militancy is the growing influence of the Jaysh Rijal al-Tariq al-Naqshabandi (JRTN) movement, which has successfully tapped into Sunni Arab fear of Iraq’s Shi`a-led government and the country’s Kurdish population, while offering an authentic Iraqi alternate to al-Qa`ida in Iraq (AQI). The features of JRTN are becoming clearer, providing an interesting case study of an insurgent movement that learned from the mistakes of other militants and has successfully created a hybrid of Islamist themes and nationalist military expertise.

The vessels were carrying people and humanitarian supplies. The flotilla had been directed to change course by the Israeli forces who stated that the coast of Gaza was under a naval blockade. Nine passengers lost their lives and many others were wounded as a result of the use of force during the take-over operation by Israeli forces."

This strategy charts our way ahead to manage the modernization and sustainment of the Army wheeled vehicle fleets. - Report of the Public Commission To Examine the Maritime Incident of 31 May 2010 - Part One The Turkel Commission January 2011 -- The first part of the report, which is being submitted now, examines the legality of the naval blockade imposed on the Gaza Strip and the legality of the actions carried out by the IDF in order to enforce the naval blockade and in accordance with the rules of international law. The actions and identities of the organizers and participants of the flotilla are also examined. In an additional part of the report, which will be submitted at a later date, the Commission shall address the question that was presented in paragraph 5 of the Government resolution of June 14, 2010, namely whether the investigation and inquiry mechanism that is practiced in Israel in general, and as applied with regard to the current incident, is consistent with the duties of the State of Israel pursuant to the rules of international law. Moreover, in that part of the report we shall also consider additional questions that arose in the course of the Commission's work, including questions that have importance from a domestic Israeli perspective.
