Donaleski, USMC, Marine Corps University Command and Staff College During his administration, President Johnson misused the intelligence community. He continually used the community as his private staff instead of a support staff. The lack of oversight by the NSC, PFIAB and Congress added to the misuse of the intelligence community, especially in the area of collection.
