The fresh.

--The fresh in the river bids fair to be one of a most serious character. Yesterday afternoon the water had reached nearly to the butchers' stalls in the Old Market, and, at the latest accounts, was still rising. Rocketts is entirely inundated, and many families, residing thereabouts, have been compelled to vacate their premises and take quarters higher up the street.
