The proclamation of Gov. Brown, of Georgia.
--The following is an abstract of the recent proclamation of Governor Brown, of Georgia:All militia officers who have not volunteered under the call for 8,000 men for home defence, by August 4th, will be subject to conscription. Constables and Justices of the Peace subject just as militia officers. The draft is ordered to take place on the 4th of August. All men between the ages of 18 and 45, whether exempt or not under the conscript act, are liable to the draft to raise the quota of each county under the call for troops for State defence.--No draft will take place if a sufficient number volunteer to raise each county's quota. If a man has a substitute in service, or has an appointment under a Confederate officer, with but little to do, he will be subject to the draft. Operatives in factories, &c., must form companies for local defence. Ministers of religion, telegraph operatives, Justices of the Interior Court, or county agents charged with the duty of relieving the necessities of soldiers' families, except two of the latter to each county, not subject to the draft.
