The report that the Yankee army has again changed commanders since the recent severe battle so Fredericksburg is renewed. This time it reaches as by way of Staunton, and is said to have as its origin that a notice of the fact appeared in a Northern paper received in the lower part of the Valley. The report now has it that Fremont is assigned to the command of the Army of the Potomac. We do not think there is any foundation for the rumor.
