Substitutes.

--It was thought that the business of supplying substitutes for the army had been knocked in the head by the rather stringent and peremptory order of General Winder, directing the practice to be stopped, and all money adventured in their procuring to be confiscated, yet we are reliably informed that several parties were arrested by the Provost Marshal yesterday for indulging in the forbidden practice. The parties alluded to were locked up in Castle Godwin.
